GLYNCO, Georgia—Treasury Under Secretary (Enforcement)
Jimmy Gurulé announced today the selection of Mrs. Connie Patrick as the new
Director of the Federal Law Enforcement Training Center (FLETC).
Headquartered at Glynco, Ga., with facilities in Artesia,
N.M. and Cheltenham, Md., the FLETC also has oversight responsibility on behalf
of the Department of the Treasury for the International Law Enforcement Academy
at Gabarone, Botswana. Further the FLETC supports the training for the U.S.
Border Patrol at Charleston, S.C.
The FLETC provides training for nearly all the nation’s
federal law enforcement officers. In addition, the FLETC serves the state,
local, and international law enforcement communities with training programs
tailored to their specific needs.
Mrs. Patrick succeeds former Director W. Ralph Basham, who
accepted a position with the Transportation Security Administration in January.
Mrs. Patrick comes to the position having served as the
FLETC’s Associate Director for Planning and Development since August 2001. In
that position, she directed Strategic Planning, Federal Law Enforcement
Accreditation, Workforce Planning, and other programs including Critical
Incident Stress Management, Ombudsman and Equal Employment Opportunity.
In 2000 President Clinton recognized Mrs. Patrick with a
Presidential Meritorious Rank Award, one of the highest civil service awards.
In June 1998, Mrs. Patrick was named the Associate Director
for Planning and Resources at the FLETC. In that position, she served as the
FLETC’s Chief Financial Officer as well as the Environmental Officer. Her
leadership responsibilities encompassed the entire administrative function for
the FLETC including Budget and Finance, Personnel, Procurement, Property
Management, Facilities Management, Information Systems, Security, and Internal
Audit.
In March of 1996, Mrs. Patrick joined the FLETC as the
Director of General Training. As Director, Mrs. Patrick directed the faculty and
staff in the development and management of programs in support of basic,
advanced, and specialized law enforcement training.
Prior to her appointment as the Director of the Office of
General Training, Mrs. Patrick completed a distinguished law enforcement career
with the Department of Law Enforcement in Florida. In 1995, the Florida
Department of Law Enforcement (FDLE) appointed Mrs. Patrick as Director of the
Division of Human Resources and Training. Previously, she served as the Director
of the Florida Criminal Justice Executive Institute.
Mrs. Patrick began her law enforcement career in 1976 as a
deputy with the Brevard County Sheriff’s Office. In 1981, she became a Special
Agent with the FDLE. She was promoted to Special Agent Supervisor and worked in
both the Orlando and Tampa offices. While assigned to the Tampa office, Mrs.
Patrick became the Assistant in charge of the Tampa Regional Operations Bureau.
She then moved to Tallahassee where she was the Special Agent in Charge of the
FDLE Investigative Support Bureau.
Mrs. Patrick holds a Bachelor of Arts degree in Criminal
Justice from the University of Central Florida. She is a graduate of the FBI
National Academy in Quantico, Va., the Florida Criminal Justice Executive
Institute, and the Federal Executive Institute. Mrs. Patrick was very active on
many state and local boards and councils including the Task Force on Domestic
Violence, the Chiefs Association, and the Board of Directors for the Serious
Habitual Offender Comprehensive Action Program. She is currently active in the
International Association of Chiefs of Police as well as other law enforcement
organizations.
Mrs. Patrick is married to John Patrick, Jr., an attorney and retired Lieutenant Colonel with the Georgia Air National Guard, Commander of the 224th Communications Unit, Brunswick, Georgia. They have four children, Jenny, 33; Elizabeth, 28; Shannon, 12; and John, 10; and one grandchild.
In a related announcement, Under Secretary Gurulé named
Mr. D. Kenneth Keene as the FLETC’s Deputy Director.
Mr. Keene has served as the FLETC’s Associate Director
for Administration since August 2001. In that capacity he was the FLETC’s
Chief Financial Officer and directed the Center’s Budget, Finance, Human
Resources, Information Systems, Procurement, and Property and Facilities
Management.
He reported to the FLETC in March of 1999 as the Assistant
Director for the Office of Training. In that role, he had direct oversight
responsibility for the Center’s 13 training and training management divisions.
Prior to the above assignment, Mr. Keene served 28 years
with the U.S. Secret Service. He served in seven different Field Offices in the
Southeast United States and three Protective Divisions, including the
Presidential Protective Division and Vice Presidential Protective Division. His
USSS career included several supervisory positions, his last being that of
Special Agent in Charge of the Miami Field Office. In that role, he managed the
USSS investigative and protective responsibilities in South Florida, South and
Central America and the Caribbean.
Before joining the USSS, Mr. Keene served as a Probation
and Parole Officer for the State of Florida and also served as a Military Police
Army Reservist, discharged as a Sergeant.
Mr. Keene holds a Bachelor of Science degree in Criminology
from Florida State University. He attended the Contemporary Executive
Development program at George Washington University, the Leadership Development
Program at Eckerd College in St. Petersburg, Florida and the Treasury Leadership
Program at the Federal Executive Institute.
Mr. Keene originates from Bartow, Florida. He is married to the former Karen Baum. They have three children and four grandchildren.
