The Health and Human Resources Division is seeking an applied microeconomist with an interest in labor market analysis, including analyses of policies affecting low-income and disabled people.

The Health and Human Resources Division provides the Congress with analyses in the areas of health, income security, education, and employment. Recently, the division has analyzed options for providing prescription drug coverage to Medicare beneficiaries, altering Social Security with the aging of the baby-boom generation, and increasing the number of people with health insurance coverage. Other studies are examining the recent experiences of Unemployment Insurance recipients and the secular rise in the duration of unemployment, public and private contributions to the financing of higher education, the financing of long-term care services, and the long-run financial status of federal retirement and health programs.

The successful candidate will contribute to the full range of the division's responsibilities. Those include preparing longer-term CBO studies and shorter-term memoranda and testimonies, performing detailed analyses of proposed legislation, and assessing the impact on the private sector of a variety of legislative initiatives.

Qualifications: Applicants should have a Ph.D. in economics or a related discipline, or a Master’s degree and at least 2 years of relevant experience. They also should have a strong quantitative background, the ability to clearly present their work orally and in writing, and a desire to work on issues of current legislative interest to the Congress. Successful candidates will be able to work both independently and as part of a team, as well as complete work in a timely manner.

Assistant Analyst - Varied Divisions

CBO seeks candidates for anticipated assistant analyst openings to start work in the summer of 2005. Openings may occur in the any of the following divisions: Budget Analysis, Health and Human Resources, Tax Analysis, Macroeconomic Analysis, Microeconomic and Financial Studies, National Security, and the Office of the Director.

CBO’s program divisions provide the Congress with economic and policy analyses. The divisions’ recent work includes: the budget needed to maintain today’s military forces, Internet tax issues, the economics of investment and innovations in information technology, and issues related to tort reform. Other recent studies assessed copyright Issues in digital media, the utilization of tax incentives for retirement savings, the “military pay gap”, the future growth of social security, and examined competition-based reform proposals for Medicare, including options to provide a prescription drug benefit.

The successful candidates will provide the divisions’ economists with spreadsheet and statistical analyses, graphics, literature reviews, and other research assistance. He or she may also conduct independent research on a variety of topics.

Qualifications: The position requires a person who can work well with a number of senior staff members, take initiative to gather suitable data to address policy questions, and complete assignments in a timely manner. Candidates should have strong quantitative and writing skills, be adept at using spreadsheets and basic graphics software, and desire to work on issues of current interest to the Congress. The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO is seeking to fill the senior executive position responsible for directing the agency’s financial, accounting, and budgetary functions.

The Management, Business, and Information Services Division (MBIS) provides support services to CBO's other divisions, including budget and finance, human resources, information resource management, facilities management, library services, and editorial and publishing services. Under the direction of the Assistant Director for MBIS, the Chief Financial Officer has responsibility for all of CBO’s financial operations, and also participates with other senior staff in the overall planning and direction of the agency.

The incumbent is responsible for all aspects of planning, execution, assessment, and evaluation of all budgetary and financial activities; provides direction and executive leadership to staff in CBO’s Office of Financial Management; develops, plans, and recommends human, financial, and material resources to support management and operations; and provides financial analysis, expertise and advice in short and long range planning for CBO. The incumbent is supported by 2.5 FTEs.

Qualifications: The ideal candidate would have a proven track record in leading all areas of an agency’s budget and financial management activities. Strong communication, analytical, and interpersonal skills are required and candidates should have a bachelor’s or an advanced degree in accounting, financial management, or a related field. Knowledge of federal accounting standards and the federal budget process are required, and CPA and/or CFP certification is desirable. The individual should have a strong background in: budget development and formulation, as well as budget execution; financial management and accounting; the implementation of financial management systems; and the development and use of data bases to review, track and analyze budget and financial management operations. Additionally, it is desirable to have supervisory or managerial experience, and knowledge of the congressional appropriations process. Experience with managing contracts for financial services outsourced to other government agencies is also helpful. Successful candidate must be able to successfully complete a public trust investigation.

The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. The Tax Analysis Division is adding resources to its analytical staff and is seeking an economist with interest and experience in tax research.

The Tax Analysis Division is responsible for projecting federal revenues as part of CBO's official ten-year "baseline" budget and providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies. Responsibilities include preparing in-depth CBO studies and conducting short-term analyses of current legislative proposals. The position offers the opportunity to conduct empirical research on a wide variety of federal tax policy issues, including tax incidence, behavioral responses to changes in tax law, and the consequences of tax reform proposals for economic efficiency. Staff members are encouraged to present papers at conferences and publish articles in conference volumes and academic journals.

Qualifications: A Ph.D. or equivalent experience is required. Post-graduate research experience in the field of taxation or public finance in an academic, research, or government setting is desirable, but candidates just completing their degrees in these fields are welcome to apply. Candidates must have strong quantitative skills including econometrics, and the ability to initiate and complete independent research projects. Experience using large micro-data files, especially panel data, is a plus. Candidates must write well and be able to communicate technical matters effectively to nonspecialists.

The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. The Microeconomic and Financial Studies Division is seeking candidates for a position to conduct research and policy analyses of federal and private financial activity. The focus of the division’s work in this area is the risk and costs that those activities impose on the federal government, and how those effects can be mitigated through various budgetary and program policies. Candidates should have training and experience in some of the following: assessing financial risk, valuing derivative securities and structured financial transactions, determining capital adequacy, and projecting the profitability of various forms of financial intermediation.

The division's staff consists of 24 analysts, most with advanced degrees in economics, who analyze a wide range of economic issues. Program responsibilities include financial institutions and insurance, public infrastructure, trade, natural resources and environmental economics, energy, science and R&D; policy, and regulated industries. Analysts prepare written studies and testimony as well as advise committee staff.

Qualifications: Candidates should have a Ph.D. in finance or economics with a specialty in corporate finance, or equivalent training or experience, and an interest in the use of financial analysis to assess the cost of federal loans, guarantees and insurance programs. The ideal candidate would be knowledgeable about the use of option pricing models, including the binomial approach, to valuing federal loans and guarantees subject to non-diversifiable market risk. The candidate should also have an interest in developing methods for valuing options held by individuals and firms whose equity shares are not actively traded. Excellent interpersonal and quantitative skills, and the ability to communicate technical material in a clear manner are essential. Successful candidates must be able to work independently and complete work in a timely manner.

The Macroeconomic Analysis Division advises the Congress about the macroeconomic effects of federal fiscal policy. Recently, it has reported on the possible economic implications of the President’s budget proposal for 2004; it has also reported on the implications of the demographic transition and on the macroeconomic effects of changing the health care system. The position involves writing CBO studies of similar issues, drafting testimonies, and carrying out original research on the effects of fiscal policy on the economy. CBO staff regularly publish the results of their research in professional journals.

Qualifications: Candidates must have a Ph.D. or equivalent. Economists who have a broad range of policy interests are encouraged to apply, and special consideration will be given to candidates who have strong econometric skills and experience working with micro data. The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. The Budget Analysis Division seeks a programmer with an interest in public policy issues to work in the Projections Unit.

The Budget Analysis Division is responsible for preparing multiyear projections of the federal budget, estimating the cost of legislation under consideration by the Congress, and analyzing the President’s spending proposals. The Congress relies on CBO’s cost estimates of legislation and budget projections to prepare its annual budget plan, evaluate the President’s requests, and keep track of more than $2 trillion in yearly spending.

To generate the products that Congress needs in the budget process, the Projections Unit maintains a PC-based computer system that is used by the 60+ analysts in the division. That system uses Visual Basic to access a SQL server database and produce reports using Crystal Reports. The output generated by the system is used by CBO to analyze budgetary trends and to create documents detailing its outlook for the budget; reports are also distributed to Congressional committees for their own analysis. The successful candidate will provide programming support for the existing system, add new features to enhance its capabilities, and help troubleshoot for the division’s staff.

Qualifications: The ideal candidate will have at least four years of applications programming experience on a client-server platform as well as extensive experience in a PC network environment. In particular, knowledge of Visual Basic, SQL server, and Crystal Reports is desired. The position also requires flexibility in dealing with varying work assignments and the ability to work directly with end-users.

The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. The Long Term Modeling Unit in the Health and Human Resources Division is seeking a quantitative economist with an interest in analyzing health outcomes and health spending behavior in a micro-simulation setting. This research is particularly focused on how individual outcomes and behavior are affected by the Social Security, Medicare, and other spending or tax programs.

The Long Term Modeling Unit is responsible for addressing emerging questions about Social Security, Medicare, and other federal program baseline projections and policy alternatives. The group is responsible for developing and maintaining a large-scale integrated micro/macro model of the U.S. economy, with significant detail on the Social Security and Medicare programs. The model is used for detailed budgetary and incidence analysis and to study the economic well-being of future cohorts.

Current development efforts include improved modeling of person-level health status and introducing projections of person-level health spending in the integrated micro/macro simulation framework. The new modules will be used to project the growth of spending in federal health programs, with a focus on the distribution of spending and out-of-pocket costs across the population. The model will also be used to analyze the aggregate and distributional implications of recent policy innovations such as private saving accounts or incentives for health insurance coverage in small businesses.

Qualifications: Successful applicants will have an interest in analysis of problems in public economics using microeconomic data, and an interest in computer modeling using statistical packages and/or programming languages; prior experience with FORTRAN is a plus. Applicants with experience using micro health status and health spending data will have a distinct advantage. This position generally requires a Ph.D. or other post-graduate degree and equivalent experience. Prior post graduate research experience in an academic, research, or government setting is desirable, but candidates just completing their degrees are also welcome to apply. Candidates must have strong quantitative skills, and the ability to initiate and complete independent research projects. Candidates must also write well and be able to communicate technical matters effectively to non-specialists.
