Region VIII Grants for National Preparedness

Photo of three emergency workers.Photo of emergency workers sitting in a classroom.Through appropriations passed by Congress and signed into law by the President for Fiscal Years 2002 and 2003, the Department of Homeland Security (DHS) and the Emergency Preparedness and Response Directorate (formerly FEMA) are providing more than $265 million in grants to state and local governments. These grants can be used for emergency planning, Citizen Corps, community preparedness, and improvements to Emergency Operations Centers (EOCs).

Region VIII is working with its partners in Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming, and tribal governments to implement these grant programs. The Governors designated certain officials as points of contact for administering these grants within their states, and Region VIII is collaborating closely with these state contacts to award and implement the grants.

Most recently, DHS Under Secretary Michael D. Brown announced on May 29 the availability of $19 million in grant money to train citizens to be better prepared to respond to emergency situations in their communities through local Community Emergency Response Teams (CERTs). State applications for the FY2003 CERT Grants are due to Region VIII by July 7, 2003. These grants are 100 percent federally funded, and each state will award at least 75 percent of its CERT grant funds to local governments as sub-grants.

Photo of emergency workers.Currently DHS is evaluating applications received in mid-May 2003 from states interested in competing for grants to improve their EOC operations. The national review panel met in Washington DC June 10-13 to evaluate applications, and DHS expects to award these EOC Phase 2 Grants by the end of July 2003.

Previously, Region VIII awarded EOC Phase 1 Assessment Grants in late December 2002 to assist states in completing an initial assessment of the risks, capabilities, and unmet needs related to their EOC operations. Grants also were made available to states in April 2003 to make physical modifications to their EOCs for the use of secure communications equipment. And in December 2002, Region VIII awarded FY2002 Supplemental Grants to states for emergency operations planning, Citizen Corps, and CERT activities.

With the resources represented by these grants and other assistance programs administered by the Department of Homeland Security, we hope to continue working in partnership to enhance and maintain the preparedness of the states served by Region VIII.
