USDA, ANIMAL AND PLANT HEALTH INSPECTION SERVICE (APHIS)
PROGRAMS IN NICARAGUA

USDA, APHIS programs were developed to prevent the introduction of livestock or crop pests and/or diseases into the U.S.A. while simultaneously allowing exportation of products from Nicaragua to the U.S.

Mango Preclearance Program

This program involves the supervision, treatment and preclearance certification of mangoes from Nicaragua to the U.S. The mango export season in Nicaragua is approximately four and a half months long (Dec.-mid-April). The USDA inspectors are coordinated through the USDA, APHIS area office of Mr. Osvaldo Perez in San Jose, Costa Rica. The average number of precleared boxes of mangoes exported to the U.S. is approximately 18,000 boxes per week. If you need more information we recommend to visit our web page: Optional Photos

Screwworm Myiasis , foot-and-mouth Disease, and Mad Cow Disease Surveillance and Prevention

Support is provided by the Bilateral US-Nicaragua Screwworm Eradication Program that remained in place after the successful eradication campaign of 1992-1999. Over (80) Nicaraguan contract employees provide nation-wide surveillance and promote livestock producers. awareness of the catastrophic impacts of introductions of the killer Screwworm maggot, foot-and-mouth Disease and Mad Cow Disease or Bovine Spongioform Encephalopathy (BSE). This program prevents these diseases from becoming established in Central America and eventually entering the U.S.A. The Nicaraguan Ministry of Agriculture & Forestry (MAG-FOR) counterpart for this program is Dr. Eduardo Sacasa. Other USDA, APHIS activities in Nicaragua

APHIS has negotiated bilateral protocols with MAG-FOR for the importation of U.S. grains into Nicaragua. These protocols were negotiated to protect Nicaraguan agriculture from pest introductions while establishing a transparency for trade between both countries. The formal rice protocol was signed effective August, 1998 while new protocols for the importation of wheat and for swine have just recently been completed.

Additionally, APHIS is managing five USAID post-Hurricane Mitch animal health projects. Four projects directly benefit MAG-FOR in the areas of rehabilitation of the central veterinary diagnostic laboratory, expanding the use of computerized Geographic Information Systems (G.I.S.), food safety/HACCP implementation and epidemiological field surveillance with improved lab sample collections. The fifth project is with UNAN-Leon's

School of Veterinary Medicine to provide scholarships to rural women to study veterinary medicine.

In 2001, the APHIS Section through the Bilateral US-Nicaragua Screwworm Eradication Program's administrative staff began the administration of three PL-480 Title 1 Projects that cover Mediterranean Fruit Fly Studies, crop pests, and veterinary epidemiology.
