Personal Property Management Policy Federal Assets Management Evaluation (FAME)

Following the development of the Federal Asset Sales (FAS) Program, the FAS team (GSA staff and Bearing Point contractors) was tasked by the Office of Management and Budget (OMB) to study the personal property utilization and donation (U&D) process, to identify areas for improvement. Fourteen recommendations emerged from the U&D Study, with the GSA having lead over six. The project, implementing the six recommendations, is being co-led by Gary Thompson (GSA) and Myles Schulberg (GSA).

The project group includes associates from GSA, as well as one Department of Energy associate and one National Aeronautical and Space Administration associate. Additionally, contractor assistance is being sought. The most comprehensive recommendation, termed FAME, calls for the conduct of a comprehensive governmentwide asset management study on accomplishing federal agency uniformity in the capture of asset lifecycle data (e.g., acquisition, description, valuation, location, use, maintenance, disposition, condition), to allow interface to GSAXcess®. A project plan was developed which, for each of the six recommendations shows "Outcome," "Measure," and "Implementation Steps" with an implementation completion date. The project was briefed to the Office of Governmentwide Policy (OGP)  Associate Administrator at the May 10, 2004, Internal Performance Review (IPR). The project group initially met on May 11, 2004, to go over the project.

A second meeting was scheduled for May 18, 2004,  to assign each recommendation to one or more group members as "recommendation owner" to staff the recommendation through to implementation. The recommendation owners will initially review the project plan as it relates to their recommendations for additions, deletions, changes, and under "Implementation Steps" insert completion dates beside the intermediary steps.
