DoD is adapting the management techniques and processes of private sector world-class leaders to change the way it does business in all areas from contracting to engineering to logistics support. From electronic commerce to use of the Purchase Card, organizations obtain low-cost commercial goods and services within days rather than months, reducing acquisition lead time and workload while reducing cost. DoD is continually seeking news ways to do business to capitalize on the commercial market place. A key way to obtain commercial processes and technologies is through innovative commercial contracting approaches such as the DON's two-phase Commercial Area Announcement (CAA) acquisition approach and Profit Related to Offer (PRO). This approach enables the government to fully harness the commercial processes and technology industry has to offer. DoD is transforming logistics from the mass model of the 20th century to a highly flexible, lean model for the 21st century. Building on the commercial sector's logistic successes of world-class performance, DoD envisions integrated supply chains that focus on meeting war fighters' requirements at the point of need. To meet these requirements, DoD is moving to replace a large infrastructure with information and rapid transportation, reduced cycle times based upon commercial practices, and limited echelons within the process to those that clearly demonstrate value. Acquisition logistics is the set of functions and processes designed to provide the Program Manager and the system end user an adequate and cost-effective system operational support package upon delivery and throughout the system life cycle. It is composed of Acquisition Logistics Planning, Functional Processes and Design Interface elements. The acquisition logistics products critical to the Fleet are defined and developed at the outset and continue throughout the acquisition process.
