Fiscal Law Tutorial   Air Force Web Site. This tutorial has been developed to assist with initial training in fiscal law and to provide continuation training for persons with responsibility for the proper use of appropriated funds. Specifically, this web-based course is designed to provide training for those military and civilian personnel in legal, financial management, acquisition, and other fields who cannot attend a resident course but who require a working knowledge of fiscal law.
Introduction: Financial planning and execution are central to any acquisition effort. At NAWCTSD, guidance and assistance on financial matters are available from two primary sources: Program Directorate Business and Financial Managers (BFM’s) and Program Analysts (PA’s), and; Comptroller Department Budget Analysts. Because they are primary members of the IPT, it is recommended that the Directorate personnel be consulted first. The BFM’s and PA’s have a direct responsibility for program execution and are, generally, more current on a particular project’s financial profile and history. It is their job to facilitate the project’s financial execution and help find ways to keep a project on track. Budget Analysts have a slightly different perspective. Their job is to interpret Navy Comptroller policy, ensure compliance with pertinent laws and regulations and ensure the propriety of funding actions. Again, although both sources of guidance and information are excellent, it is recommended that the cognizant Directorate’s financial personnel be consulted first when financial questions and issues arise.
