Affecting Social Security
- On November 18, 2002, the Senate passed (with amendments) the House-passed version of H.R. 4070, the "Social Security Program Protection Act of 2002." The bill was returned to the House, which took no further action.
- On November 15, 2002, the Senate passed H.R. 2458, the "E-Government Act of 2002" and cleared it for the President. This legislation establishes a broad framework that requires using Internet-based information technology to enhance citizen access to Government information.
- On November 12, 2002, the House, by voice vote, agreed to the Senate amendment to H.R. 4878, the “Improper Payments Reduction Act of 2002.” This action clears the measure for the President.
- On October 29, the President signed into law H.R. 3295 (P.L. 107-252), the “Help America Vote Act of 2002.” The bill, as approved, includes provisions concerning the use of Social Security numbers for voter registration, election administration, and computerized voter registration lists.
- On October 17, 2002, the Senate amended and passed by unanimous consent

- On June 19, 2002, the Ways and Means Committee approved H.R. 4954, the "Medicare Modernization and Prescription Drug Act of 2002," by a vote of 22-16. The bill would provide a voluntary prescription drug benefit as an entitlement to Medicare beneficiaries.

- On May 14, 2002, the House of Representatives passed H.R. 4069, the Social Security Benefit Enhancements for Women Act of 2002, by a vote of 418 to 0.
- On May 13, 2002, the President signed H.R. 2646 (P.L. 107-171) into law, the Farm Security and Rural Investment Act of 2002 Specific bill provisions of interest to SSA follow.
- On May 2, 2002, the House Committee on Ways and Means favorably reported H.R. 4090, the "Personal Responsibility, Work, and Family Promotion Act of 2002", as amended. The bill includes child support collection and Supplemental Security Income (SSI) provisions of interest to SSA.

- On April 11, 2002, the Senate, by unanimous consent, passed an amended version of H.R. 3295, the Martin Luther King, Jr. Equal Protection of Voting Rights Act of 2002. This election reform bill includes SSA-related provisions concerning the use of Social Security numbers for voter registration, election administration, and computerized voter registration lists.
- On January 10, 2002, President Bush signed into law H.R. 3338 (Public Law 107-117), the Department of Defense Appropriations Act, FY 2002.
- On January 10, 2002, President Bush signed into law H.R. 3061 (Public Law 107-116), Making Appropriations for the Departments of Labor, HHS and Education, FY 2002.
- H.R. 3338, the Department of Defense Appropriations Act, 2002 was passed by both Houses of Congress on December 20, 2001 and is awaiting action by President Bush.
- On December 19, 2001, The House approved by a vote of 393-30 the Conference Report on H.R. 3061, the Labor, HHS and Education appropriations for FY 2002 (which includes SSA’s appropriation). On December 20, 2001, the Senate passed the Conference Report by a vote of 90-7 and thereby cleared the measure for transmission to the President.
- On December 11, 2001, the House, by a vote of 369-33, passed H.R. 10, the Comprehensive Retirement Security and Pension Reform Act of 2001. H.R. 10 was returned to the House after the Senate amended the bill on December 5, 2001 by striking the existing text and substituting the language of the House-passed version of H.R. 1140. The measure is now cleared for the President’s signature.
- On December 5, 2001, the Senate, by a vote of 90-9, passed an amended version of H.R. 10, the Comprehensive Retirement Security and Pension Reform Act of 2001. The Senate amended the bill by striking the existing text and substituting the language of the House-passed version of H.R. 1140, the Railroad Retirement and Survivors Improvement Act of 2001.
- On December 4, 2001, the House passed, by a vote of 408 to 0, H.R. 3391, the Medicare Regulatory and Contracting Reform Act of 2001.
- On October 31, 2001, the Committee on Energy and Commerce approved by voice vote and cleared (as amended) for floor action H.R. 3046, the Medicare Regulatory and Contract Reform Act of 2001. The provisions requiring the transfer of Administrative Law Judge functions and the creation of the Medicare specialist position are similar to the provisions found in H.R. 2768, which was reported by the Committee on Ways and Means on October 11, 2001.

- On June 7, 2001, the President signed into law H.R. 1836, the Economic Growth and Tax Relief Reconciliation Act of 2001.
- On February 13, 2001, the U.S. House of Representatives by a vote of 407-2 passed H.R. 2, the Social Security and Medicare Lockbox Act of 2001. The bill would establish “points of order” or procedural rules intended to protect Social Security and Medicare trust fund surpluses. These points of order would expire once Social Security and Medicare reform legislation are enacted.
