* The Office of the Administrator includes the Administrator, Deputy Administrator, and Executive Director. FHWA's Program Manager for Transportation Security and the Directors of Field Services are an extension of the Executive Director's office. The Directors of Field Services provide administrative supervision and leadership on strategic initiatives to the constituent Resource Center office(s) and division offices.

** The Director, Office of Budget and Finance, also serves as the FHWA Chief Financial Officer (CFO) in support of departmental responsibilities established under the CFO Act of 1990. Also, the Transportation Infrastructure Finance and Innovation Act Joint Program Office (TIFIA JPO), a multi-modal office, is located in FHWA's Office of Budget and Finance. The TIFIA JPO has a departmentwide role which is overseen by the Assistant Secretary for Budget and Programs and the TIFIA Credit Council.

*** The Program Manager for the Intelligent Transportation Systems (ITS) Joint Program Office (JPO) has a departmentwide role, and advises and reports to both the Deputy Secretary of Transportation and the FHWA Administrator; provides advice to the ITS Management Council; and provides executive direction over the ITS JPO.
