A. Introduction
The objective of this NAVOSH Training Guide For Shore Activities is to
provide an effective and efficient means of meeting shore NAVOSH training
requirements. OPNAVINST 5100.23F, NAVOSH Program Manual, Chapter 6,
Training, defines required OSH and HazCom training necessary for employees
to perform their work in an occupationally safe and healthful manner. This
guide consolidates OSH subject matter into generic PowerPoint
presentations.
Instructors using these PowerPoint presentations should be trained
occupational safety and health specialists, collateral duty Safety
Officers, Safety Petty Officers, or Medical Department Representatives.
Instructors do not have to be a technical subject-matter expert, but they
must review the applicable references and familiarize themselves with the
material.
These PowerPoint presentations cover general safety and health topics,
but do not include the specific safety lectures required before special
evolutions or operations such as weapons handling and refueling. These
lectures must be tailored to your command's specific mission requirements.
In some instances, there will be more detail than required in the
PowerPoint presentations, depending on your audience. Also, specific
information on the program at your activity must be added.
This guide was developed by and is maintained by the Naval Occupational
Safety and Health, and Environmental Training Center (NAVOSHENVTRACEN),
9080 Breezy Point Crescent, Norfolk, VA 23511-3998 with input from the
Shore NAVOSH Training Working Group of the NAVOSH Training Group. Comments
regarding this guide should be directed in writing to NAVOSHENVTRACEN,

B. NAVOSH Training Requirements
Reference: OPNAVINST 5100.23F, Chapter 6, Training
An initial orientation to the Navy's OSH program must be presented to
all new employees, with an annual refresher for top management and
supervisory personnel. Initial job specific training must be provided to
personnel assigned to an applicable job or area, and annually thereafter.
OPNAVINST 5100.23F provides details on training recordkeeping
requirements. Other training requirements are addressed throughout
OPNAVINST 5100.23F, according to the program area.

C. Training Aid
NAVOSH Training Aids/Videos are available on a permanent
loan basis from the Defense Automated Visual Information System/Defense
Instructional Technology Information System (DAVIS/DITIS). This site
contains the searchable listings and descriptions of thousands of
audiovisual (AV) productions used by the Department of Defense (DoD). AV
productions include videotapes, films, and multimedia programs used to
support operational, training, and internal information missions. URL

Effective 1 July 2000, all ordering of Department of the Navy training
videotapes will be done through the Defense Automated Visual Information
System/Defense Instructional Technology Information System (DAVIS/DITIS)

thousands of audiovisual productions/videotapes and interactive multimedia

D. Presentations
These PowerPoint presentations are provided as general guidance. You
may adapt, shorten, lengthen, or make them more specific depending on your
command or activity's needs. The presentations are generic outlines of
topics which pertain to most shore activities with civilian and/or
military personnel.
The PowerPoint presentations were not developed targeting a specific
audience. The instructor must determine the audience (top management,
supervisor, non-supervisor/worker) and adapt or customize the presentation
accordingly. The PowerPoint presentations may be cut down, expanded, or
reorganized as necessary. In general, just reading the information
contained on each presentation will take approximately 40-50 minutes.
Instructors MUST consult the references before presenting the material
so they are familiar with the background information provided by the
presentation. For the most part, these PowerPoint presentations use
OPNAVINST 5100.23F as the basic reference. Local instruction on the topic
should be added to your presentations.
Where applicable, the use of a videotape can amplify the information
being presented or provide additional training. Videotapes should not be
used as "stand alone" training. NAVOSHENVTRACEN is not
authorized to maintain a film loan library, so contact the Defense
Automated Visual Information System/Defense Instructional Technology
Information System (DAVIS/DITIS). This site contains the searchable

Always maintain rosters of personnel who have received training on
NAVOSH topics. OPNAVINST 5100.23F, Chapter 6, provides training
recordkeeping requirements. Although recordkeeping in and of itself does
not guarantee a good OSH program, it is one method of documentation
required by inspections, Occupational Safety and Health Management
Evaluations, mishap investigations, et cetera.
NOTE: NAVOSH topics are in a PowerPoint
format. You can either view the presentation on the web browser or
download them to your hard drive. Once on your hard drive, you can modify
the presentation to your needs, then view it in PowerPoint 97.
When "viewing" a presentation on the web browser, you must
"left mouse click" on the topic you want to view. The larger the
file, the longer it'll take to load. Please allow several minutes for the
file to completely load.
If you want to "download" the file to your hard drive,
"right mouse click" on the topic you want. Then save the file to
your hard drive by selecting "Save Target As". Then select the
directory in which you want to save the presentation. Once the file has
been saved to the hard drive, open PowerPoint 97 and view the
presentation.
