How do I download an instruction off your website?

When on our "NAVOSH Instructions/publications" web page, please use the following guidelines:   The instructions are formatted in a PDF format.   This means that you cannot view these files in Word.   You must have Adobe Acrobat® ReaderTM to view the files.   When "viewing" instructions on the "NAVOSH Instructions/publications" web page, you must "left mouse click" on the instruction you want to view.   The larger the file, the longer it takes to download it into Acrobat Reader.   When Acrobat Reader first comes up, it looks like the file is done and you are looking at blank pages.   This is not so! Acrobat Reader loads the entire file before the screen changes.   Give the file several minutes to completely load the file before giving up.   Zip files can not be opened directly by use of the left-mouse button.   A Zip file must be downloaded to the hard drive first.   Then it needs to be extracted to a directory of your choice by use of WINZIP.   Once this is accomplished, the file can be opened.

Another way to view the file is to first download it to your hard drive then open it up using Acrobat Reader.   Viewing the instruction this way is much faster since you're accessing the file from your hard drive.

If you want to "download" the file to your hard drive, go to the "NAVOSH Instructions/publications" web page and "right mouse click" on the instruction title you want.   Then save the file to your hard drive by selecting "Save Target As".   Then select the directory in which you want to save the instruction.   Once the file has been saved to the hard drive, open Acrobat Reader and view the instruction.

I'm having problems downloading an instruction, why?

There are many reasons why a file won't download.   Here are a few: 1. Server is swamped causing errors or time outs to occur - try back at a later time.   If the problem continues to persist, contact the webmaster at navoshnor.webmaster@navy.mil.

Does your command have any safety-related computer-based (CBT) or web-based training (WBT) modules?

Presently we have one CBT available.     It's for the Afloat Environmental Protection Coordinator (AEPC) course (A-4J-0021).  The formal, instructor-lead course is taught via video tele-training (VTT) and is 3 days in length.   The AEPC Interactive Courseware (ICW) is an equivalent course to the instructor-lead version for those sailors who prefer to learn in this manner.   Copies of the AEPC ICW may be obtained by contacting NAVOSHENVTRACEN Code 2037 at (757) 445-4762, DSN 565, fax (757) 445-4772, or email to Navoshnor2037@navy.mil.   A web-based version of the AEPC course will be available early next fiscal year.

We are working with Chief of Naval Education and Training (CNET) towards the development/procurement of additional NAVOSH training modules.

What is a PDF file and how do I download Adobe Acrobat Reader?

Adobe® Portable Document Format (PDF) is the open de facto standard for electronic document distribution worldwide.   Adobe PDF is a universal file format that preserves all of the fonts, formatting, colors, and graphics of any source document, regardless of the application and platform used to create it.   PDF files are compact and can be shared, viewed, navigated, and printed exactly as intended by anyone with a free Adobe Acrobat® ReaderTM.

How do I obtain NAVOSH videos?

Effective 1 July 2000, all ordering of Department of the Navy training videotapes will be through the Defense Automated Visual Information System/Defense Instructional Technology Information System (DAVIS/DITIS) website.   This site contains the searchable listings and descriptions of thousands of audiovisual productions/videotapes and interactive multimedia instruction (IMI) products used by DoD.   You can reach the DAVIS/DITIS site through: http://dodimagery.afis.osd.mil/dodimagery/davis/.

Where do I find PQS requirements for Safety Programs Afloat?

Safety Programs Afloat Personnel Qualification Standard (PQS), NAVEDTRA 43460-4B, NSN 0501-LP-482-9500 was distributed in October 1996.   It can be obtained through Naval Education and Training Professional Development Technology Center's (NETPDTC's) website at https://www.advancement.cnet.navy.mil/pqs/.    This PQS contains watchstation qualifications for Collateral Duty Safety Officer; Electrical Safety Officer; Divisional Safety Petty Officer; Electrical Tool Issue Petty Officer, and Heat Stress Monitor.   Requirements for the Safety Programs Afloat PQS are listed in OPNAVINST 5100.19(Series).

What is the Navy College Program and how can I get more information about it?

The Navy College Program provides our Sailors with one-stop shopping to determine recommended college credit for Navy training courses and work experience, obtain academic counseling and advice in order to select and enroll in a college of their choice either ashore or while deployed, and identify career related education degree programs.   It focuses on helping Sailors to voluntarily obtain a college degree while in the Navy, when they are ready and at their own pace.   Visit their web site at https://www.navycollege.navy.mil.

What is the command's mission?

To provide quality education and training and associated services for all military and civilian naval personnel, afloat and ashore, in the areas of Occupational Safety, Health and Environmental Protection.

How do I find out class location, uniform requirements, and other general course information?

The pertinent course information is posted on our web page under Course Info/Quota Request, click on view the current FY catalog, then click on the your selected course, click on the start date of the course you selected. How do I cancel a class that I signed up for?

There are three ways to cancel a quota, they are:

Cancel quotas directly via the web page by accessing a Quota Cancellation Form.

E-Mail Central Quota Control (central.quota@cnet.navy.mil) with the student's name, SSN, and the course/name number,

What is the telephone number to the Naval Safety Center?

How can I get a copy of my graduation certificate if I lost/misplaced mine?

If a student requests a duplicate certificate, we ask for their SSN, pull up their training record in STASS, and forward a printout of the student's training record, along with the person's official mailing address, to the Course Supervisor for action.   The Course Supervisor makes the determination to provide a duplicate certificate.   

What is the time frame (i.e., 24 hours, 1 week, etc.) for canceling a quota?

Personnel having confirmed quotas must notify NAVOSHENVTRACEN of a cancellation as soon as possible and in no case less than four (4) working days prior to class convening date.   You may provide notice by e-mail, message or the Quota Cancellation Form from the website.   Central Quota Control e-mail address is central.quota@cnet.navy.mil.

How do I obtain a quota for a convening?

Quotas may be requested by official letter, message, or directly through our on-line Quota Request Form.    NO REQUESTS WILL BE TAKEN BY TELEPHONE.   WE NO LONGER REQUIRE SUBMISSION OF A DD FORM 1556.

All requests, whether by official letter, message, or through the homepage require specific information.   At a minimum, a quota request must include:

- the student's first name, middle initial, last name
- SSN
- job classification series & grade/rank/rate/branch of service
- billet/position title
- officer designator (subspecialty code for medical department)
- activity UIC
- complete mailing address
- course title and CIN being requested
- date and course location requested
- alternate date and location as second choice
- a statement of the prerequisites met by the students establishing their eligibility for the training
- point of contact, telephone and FAX numbers (DSN/commercial)

I sent a quota request into your office and have not received a confirmation for the class.   What do I do wrong?

E-mail Central Quota Control at central.quota@cnet.navy.mil.   Provide them with the student's name & SSN, course name/number, and the convening location/date(s).

Is there a time restriction on requesting a quota?

There are no time restrictions for requesting quotas.   Due to high demand, we recommend that quotas be requested as far in advance as practical.   Student names must be provided.   "No name" quotas will not be accepted since they frequently result in "no shows" and prerequisites cannot be verified.

Why are prerequisites assigned for courses?

Prerequisites are established to ensure that students receive appropriate training for their jobs, enter the class with adequate background (in experience or previous training) to expect successful course completion, and to promote efficient use of limited training resources.   Prerequisites for Occupational Safety and Health (OSH) personnel have been established in support of OPNAVINST 5100.23 (series), Navy Occupational Safety and Health Program Manual; OPNAVINST 5090.1 (series), Environmental and Natural Resources Program Manual; and OPNAVINST 5100.19 (series), Navy Occupational Safety and Health Program Manual for Forces Afloat.   They are reviewed periodically and validated by the Shore and Afloat NAVOSH Training Working Groups chartered by the NAVOSH Training and Education QMB.

What happens if I don't meet a prerequisite?

First of all read prerequisites carefully and ensure that your written request clearly states the specific prerequisite(s) the prospective student(s) meets which establishes their eligibility to attend the requested course.    Waivers to all prerequisites must be submitted in accordance with the following procedures:

If a waiver to a prerequisite is required, the activity must submit an official letter with written justification signed by the Commanding Officer with the quota request.   The statement "meets all prerequisites" is not adequate and will not be accepted.   This process is intended to ensure that command leadership understands that their proposed student may not be the best candidate and to reduce the numbers of requests we receive to help "pad someone's resume".   We are funded to train Navy and Marine Corps personnel for their jobs while they are in the Naval Service! The NAVOSH Training and Education QMB endorse this waiver process.    Appendix B contains a list of Echelon II OSH Managers whom may be of help with questions concerning requirements.

What uniform should I wear to my class?

The uniform to wear to class is the working uniform of the day (i.e., Officer/CPO's wear service khakis & E-6 and below summer white during the summer and winter blue during the winter months).   If the course has special clothing requirements (i.e., safety shoes, change of clothing, hearing protection, etc.) it will be noted in the course description page located at Table of Contents.   If the information is not posted, please contact Student Control at (757) 445-8778 ext. 324, DSN prefix 565, e-mail Navoshnor20A1@navy.mil.

Why was my class canceled?

As course convening dates reach the 60 day prior to convening and the enrollments are low, our Course Supervisors contact local POC's in the area of the convening.   LTA's are a primary POC as well as local safety and environmental offices.   A "go/no go" decision is typically made 30 days prior to a convening in order to allow sufficient time to alert participants of relevant details or cancellation.   Because of the high cost of conducting training at locations outside NAVOSHENVTRACEN sites, minimum attendance levels are established for each convening reflecting contractor costs, instructor loads, travel expenses, etc.   Failure to attract sufficient students will also have an adverse impact on rescheduling that course at that location in the out-years.   Therefore, every effort is made to ensure local personnel are alerted to training opportunities.

How do I substitute one student for another?

E-mail Central Quota Control at central.quota@cnet.navy.mil, with the currently enrolled student's name & SSN, and the substitution's name and SSN; the course name/number that student's enrolled in, and request to substitute the seat. Substitutes must meet course prerequisites.

Can contractors attend courses offered at NAVOSHENVTRACEN?

Contractors can attend courses offered at NAVOSHENVTRACEN IF their contract specifies that the government will provide (as part of the contract) the course requested.   The Navy organization that administers the contract must state that this is so in the quota request.

Can military members and DOD employees of services other than US NAVY and USMC attend courses offered at NAVOSHENVTRACEN?

Military members and DOD employees of services other than US NAVY and USMC, will only be considered for our courses 30 days prior to class convening, if space is available.

How and where do I get my travel arrangements taken care of (i.e., BEQ/BOQ/hotel, rental car, airline reservations, etc.)?

This command does not handle travel arrangements, your local SATO office should provide this service.

Are maps/directions available to show me where I need to go for my class?

Some maps are placed on the website for you to download. When viewing the course schedule, click on the red date that links to the specific location of the class. If a map is available online, a link will show for the map to that base. If a map is not listed online, students should contact Code 011 at commercial (757) 445-8778 or DSN 565-8778, extension 300.    You may also e-mail your request to navoshnor.admin@navy.mil.

How do I obtain shore environmental courses?

There are three ways to obtain shore environmental courses:

NAVOSHENVTRACEN offers three environmental courses, Facility Response Training (FRT), specific to each base, Navy-on-Scene Commander/Facility Incident Commander (NOSC/FIC) and Spill Management Team Training (SMT), specific to each base.

Naval School, Civil Engineer Corps Officers (CECOS) offers multiple shore environmental courses, their web site is https://www.cecos.navy.mil/ to view their course catalog and fill out a quota request.

Each facility can directly contract with a provider for a specific course.   A source for help with direct contracting is the Local Training Authority (LTA) for each region.

What is an add-on convening?

Add-on convenings are occasionally scheduled later in the year if NAVOSHENVTRACEN has sufficient funds to cover extra convenings.   In this case, we will control quotas and arrange for classrooms, etc.   Generally these convenings will be advertised via our home page and a special message that the Course Supervisor will originate.   As stated above, our Course Supervisors review special requests for training received throughout the year that were not met, determine the number of students denied training because classes were full, and assess any other relevant information.

How do I obtain a special convening for my command?

When activities or LTA's have emergent training needs during the execution year they can request a special convening of a course be brought to their activity/location by submitting a formal written request to CO NAVOSHENVTRACEN.    The letter request should indicate the course requested, CIN number, desired date(s)/timeframe, estimated number of students meeting the course prerequisites expected to attend, their point of contact, and whether they can pay travel, per diem and contractor costs (as appropriate).   List your phone conversation if contact with the staff has already been made.   Provide as much lead-time as possible and recommend at least a primary and secondary convening date if possible.   Note that approvals are not made over the phone.   The Course Supervisor will, upon receipt of the formal request, determine the feasibility of conducting the training and coordinate with the contractor/in-house staff.   The Course Supervisors will prepare a response recommending approval/disapproval.   It will indicate course convening dates, who is controlling quotas, who is paying for course expenses and indicate the POC's and phone numbers.   Note, approval or disapproval is not complete until the letter is signed out or the CO or XO gives approval.

How are courses scheduled?

Our course catalog is developed utilizing input from the claimants annual training needs assessment data provided to NAVOSHENVTRACEN projecting the number of anticipated students needing training for each course and broken down by regional training locations.   We also utilize throughput data from at least three prior years showing actual student attendance by course and location.   Our Course Supervisors also review special requests for training received throughout the year and not met, determine the number of students denied training because classes were full, and assess any other relevant information.

How do I get specific information about a course?

The course description page containing the course description, prerequisites, convening dates/locations for each course is located in our course catalog. Hard copies of our course catalog can be obtained by calling Code 011 at commercial (757) 445-8778 or DSN 565-8778, extension 300.   You may also e-mail your request to navoshnor.admin@navy.mil.

I can't print out the Incompatible Materials Chart because I don't have a color printer.   How do I get a hard copy of the Incompatible Materials Chart?

To receive copies of the Incompatible Materials Chart you can either call commercial (757) 445-4757 or DSN 565-4757 or e-mail your request to navoshnor.admin@navy.mil.   Be sure to send a good mailing address with Zip Code to ensure delivery.

Is there any way that I can obtain my Certified Industrial Hygiene (CIH) Professional credentials through the Navy?

What is STEP and where can I get more information about it?

STEP is a technology-based Interactive Courseware program that delivers training to sailors at their worksites (ship or station).   For more information visit NETC's website at https://www.netc.navy.mil/.

How is my personal information protected on the Quota Request Form?

Personal data entered on the Quota Request Form is encrypted before it's sent over the Internet.   In fact, to access the quota request form, your browser must be able to access the Transmission Control Protocol/ Internet Protocol (TCP/IP) Secure Sockets Layer (SSL).   In addition, your computer's assigned Internet Protocol (IP) address, which is controlled by your Internet Service Provider (ISP), must remain the same from the time you enter your personal information until you leave the Quota Request Form.   For more information about Web security, please read about encryption.

What is encryption?

Encryption means that your personal data is scrambled and locked with a mathematical key during the electronic transfer.   Most browsers have an icon such as a key or a lock to represent an encrypted mode or session.   A broken key, open lock, or no lock indicates that the session or mode is not encrypted.

How does my Web browser affect the security of Quota Request Form?

Your Web browser must meet our requirements for maintaining the privacy and security of your personal information.   Your Web browser must support Secure Sockets Layer (SSL) Ver. 2 or Ver. 3.

More information about encryption on a browser can usually be found in the security information section of the browser's "Help" feature (look for information about encryption).   You can also contact Netscape, Microsoft, your system administrator, or your Internet service provider for information about the level of encryption on your browser.

Having Problems with QUOTA REQUEST FORM?

If you're having problems opening the Quota Request or Quota Cancellation Form, please have your ADP personnel perform the following steps: Go into the "Internet Options" (usually found under "Tools" or "View" depending on what version of Internet Explorer you're using).   Once in "Internet Options", select the "Advanced" tab.   Then select the "Restore Defaults" button, which is located below the "Settings" window.   Once this is done select "Apply" then "OK".   Restart your computer at this time.   The Quota Request or Quota Cancellation Form should work.   Basically you are resetting the default options for how the browser views a page.   If you continue to have problems, please contact the command's WebMaster at navoshnor.webmaster@navy.mil.

 

I am a Government employee working overseas and I am unable to use the Quota Request Form because of restrictions on the SSL of TCP/IP.   What can I do?

Our Web site has upgraded encryption that provides overseas personnel with the capability to access this area of the site.   Therefore, U.S. citizens working at overseas locations for the Government can now access the Quota Request Form if they are using a recent browser for example, Netscape Navigatior 4.0 or Microsoft Internet Explorer 4.0 or later versions).   This new capability, referred to as International Step-up or Global Server ID, establishes a temporary SSL session that allows secure quotas control access for our customers.

 

What is meant by "fair share" of quotas granted to one command?

Quotas are granted on a "first-come, first-served" basis to those prospective students who meet the course pre-requisites.   If more than 20% of the available quotas are received from a command for a particular course at a particular date/location, then quotas will only be granted to 20% of the total quotas for the class from that command.   If the class is not full within 30-days of a convening, then additional quotas will be granted to a command regardless of whether that command has received its' "fair share" or not.   These quotas will also be granted on a "first-come, first-served" basis.   Marines who wish to attend our regularly scheduled courses, the "fair share" limitation of 20% is applied to the entire Marine Corps, not to individual commands within the Marine Corps.   No more than 20% of the available quotas will be granted to Marine Corps applicants on a "first-come, first-served" basis in competition with applicants from Navy activities.   Additional quotas may be granted to Marine Corps personnel within 30-days of a convening if the class is not full.

USMC Headquarters routinely purchases a number of convenings of a variety of courses throughout the fiscal year which are open to Marine Corps personnel only.   It is expected that Marine Corps applicants will take advantage of these convenings first before requesting quotas in our regularly scheduled courses.

NAVOSHENVTRACEN follows a "fair share" policy to prevent one command from "monopolizing" the available seats in a particular class to the detriment of other commands who may also need this class being held at a particular location.

 

How do I get a NEC 9571 (Safety Technician)?

1.   The NEC may be earned upon completion of: (a) Naval Safety Supervisor Correspondence Course, NAVEDTRA 14167.
(b) Completion of at least TWO of the following:
1.   The Navy Environmental Health Center (NEHC) Workplace Monitoring course.
2. Safety Programs Afloat PQS, NAVEDTRA 43460-4B, Watchstation 301 – Divisional Safety Petty Officer.
3. Safety Programs Afloat Course (A-493-2099).
4. Collateral Duty Safety Officer Course (A-493-0050).
