A. Introduction
The objective of this NAVOSH Training Guide For Forces Afloat is to
provide an effective and efficient means of meeting afloat safety training
goals. OPNAVINST 5100.19(Series), NAVOSH Program Manual for Forces Afloat,
defines required safety training subjects and periodicities. This guide
consolidates occupational health and safety subject matter into generic
PowerPoint presentations. It also provides lists of available training
aids and videotapes, formal course information, references, and a complete
glossary of safety terms.
Safety and occupational health training should be part of your Command
Training Plan, and be included in the long range training plan for your
ship as General Military Training (GMT).
These presentations cover general safety and health topics, but do not
include the specific safety lectures required before special evolutions or
operations such as weapons handling and refueling. You may tailor these
lectures to your command's specific requirements.
Training assistance is available from Industrial Hygiene Officers at
your local tender or repair ship Safety Department, Navy Environmental and
Preventive Medicine Units (NEPMUs), the Naval Safety Center, or the Naval
Occupational Safety and Health, and Environmental Training Center (NAVOSHENVTRACEN)
in Norfolk, VA.

The following NAVOSH topics must be presented to all hands upon
reporting aboard (usually during I-Division):
Introduction of the NAVOSH Program and identification of key personnel,

Videotapes and films make excellent training aids when used as
supplements to lectures and presentations. New NAVOSH videotapes are being
distributed to all afloat units for permanent retention and is accompanied
by a NAVOSH Videotape User's Guide. This User's Guide provides a suggested
training format, discussion subjects and video presentation highlights.
Effective 1 July 2000, all ordering of Department of the Navy training
videotapes will be done through the Defense Automated Visual Information

The Naval Occupational Safety and Health and Environmental Training
Center is the Navy's consolidated source of occupational safety and
health, hazardous material, and environmental protection training, afloat
and ashore, for military and civilian personnel. NAVOSHENVTRACEN is
located in building SP-17 (Breezy Point BOQ, rear center wing) at the
Naval Station, Norfolk, VA. A remote training site, NAVOSHENVTRACEN WEST,

PERSONAL QUALIFICATION STANDARDS- PQS
Safety Programs Afloat Personnel Qualification Standard (PQS),
NAVEDTRA 43460-4B, NSN 0501-LP-482-9500 was distributed in October 1996.
It can be obtained through Naval Education and Training Professional
Development Technology Center's (NETPDTC's) website at http://www.cnet.navy.mil/netpdtc/pqs/default.htm.
This PQS contains watchstation qualifications for Collateral Duty Safety
Officer; Electrical Safety Officer; Divisional Safety Petty Officer;
Electrical Tool Issue Petty Officer; and Heat Stress Monitor. Requirements
for the Safety Programs Afloat PQS are listed in OPNAVINST
5100.19(Series). Also check your Type Commander's directives for other
requirements.
CORRESPONDENCE COURSES
Naval Safety Supervisor, NAVEDTRA 12971 (Training Manual, NSN
0502-LP-477-0400) and NAVEDTRA 82971 (Nonresident Correspondence Course,
NSN 0503-LP-477-0600) of June 1993 are available as a general overview of
afloat and shore safety programs. This course is required to qualify for
the Secondary NEC 9571 - Safety Technician. The Training Manual reviews
the history of Navy safety, NAVOSH, and aviation safety programs.
SAFETY-RELATED NECs
The NEC Manual NAVPERS 18068(Series) includes the latest requirements for
the two safety-related NECs 9571, and 9595. The requirements are:
SNEC 9571: "Safety Technician" may be earned by those
E-5 and above from all ratings, both ashore and afloat, upon completion
of:
1. Naval Safety Supervisor correspondence course, NAVEDTRA 82971. Submit
NAVEDTRA 1510/1 to NETPMSA or order using NSN 0503-LP-477-0600 for the
correspondence course. You can order just the text using NAVEDTRA 12971
and NSN 0502-LP-477-0400.
2. Completion of at least TWO of the following:
(a) The Navy Environmental Health Center (NEHC) "Workplace
Monitoring" course. (Call NEHC for class convening dates and
quotas.)
(b) "Safety
Programs Afloat" PQS, NAVEDTRA 43460-4B (NSN:
0501-LP-482-9500), Watchstation 301 - Division Safety Petty Officer
(c) "Safety Programs Afloat" course (A-493-2099) available
from the Naval Occupational Safety and Health, and Environmental
Training Center (NAVOSHENVTRACEN).
(d) "Introduction to Navy Occupational Safety and Health
(Ashore)" course (A-493-0050) available from the NAVOSHENVTRACEN.
(Waiver requests for A-493-0050 may be submitted if the
"Introduction to Safety Science" course (S-101), taught by
Indiana University was completed before October 1993.)
3. Command recommendation.
4. The NEC is open to any rating, pay grade E-5 and above.
5. Submit NAVPERS 1221/1 to EPMAC (Code 52) with your commanding
officer's endorsement and copies of documentation reflecting the
course(s) of instruction completed.
SNEC 9595: "Hazardous Material Control and Management
Technician," is available to all ratings and is awarded upon
completion of course A-322-2600 ("HMC&M Technician")
available from the Naval Occupational Safety and Health, and Environmental
Training Center (NAVOSHENVTRACEN). Submit NAVPERS 1221/1 to Commanding
Officer, Enlisted Personnel Management Center (Code 52).

G. Presentations
The PowerPoint Presentations are provided as general guidance. You may
adapt, shorten, lengthen, or make them more specific depending on your
command's training needs. The presentations are generic for both surface
ships and submarines.
The instructor should consult the listed references before presenting
the material. You may reproduce the presentation to be given to the
student as a handout. Videos should be used to enhance the lesson when
appropriate.
A glossary is provided at the end of this Guide, to better explain some
of the more technical safety and occupational health terminology.
The use of a quiz is highly recommended to measure the student's
comprehension and the instructor's effectiveness. Quizzes may also be used
as a pre-test, for repeated lessons. Commands are encouraged to prepare
comprehensive examinations to evaluate their training effectiveness.
Always maintain rosters of personnel who have received training on
NAVOSH topics. As safety and occupational health standards and laws become
more stringent, proof of training will be vital.
Type Commanders have their own training manuals and master training
plans. These directives dictate exact training documentation, periodicity
and reporting requirements. Check with your command's Training Officer
prior to developing your own training documentation system. Have your
Training Officer review and approve your NAVOSH presentations to ensure
they meet your command's training needs.
NOTE: NAVOSH topics are in a PowerPoint
format. You can either view the presentation on the web browser or
download them to your hard drive. Once on your hard drive, you can modify
the presentation to your needs, then view it in PowerPoint 97.
When "viewing" a presentation on the web browser, you must
"left mouse click" on the topic you want to view. The larger the
file, the longer it'll take to load. Please allow several minutes for the
file to completely load.
If you want to "download" the file to your hard drive,
"right mouse click" on the topic you want. Then save the file to
your hard drive by selecting "Save Target As". Then select the
directory in which you want to save the presentation. Once the file has
been saved to the hard drive, open PowerPoint 97 and view the
presentation.
