Call for Papers:
Health Care Financing Review
We are seeking articles that are relevant to our thematic issues as well as
those general articles in the health care financing field. All articles are
reviewed by a panel of independent peer reviewers with expertise in the subject
addressed.
Spring 2005
Social and Economic Determinants of Health Plan Choice
This issue will be dedicated to articles examining the intersection of economic,
political, and social environments and beneficiary preference among health plan
options. We are seeking articles that focus on helping to explain how economic
factors impact the decision by managed care plans to select their market areas.
Of equal interest is the role of social and economic factors in explaining the
decision beneficiaries make in choosing among health plans. What are the processes
by which beneficiaries, especially those with special needs such as the disabled
and low income, opt to enroll in a Medicare Advantage plan versus traditional
Medicare? Also of interest are articles that highlight the variation in health
services received by Medicare beneficiaries due to local market forces, additional
State programs, and local community outreach efforts.

Summer 2005
Medicare and Prevention
This issue will focus on the impact of prevention on the health of Medicare
beneficiaries and health care expenditures now and into the future. We are seeking
articles that describe interventions to reduce risk factors, such as physical
inactivity, obesity, and tobacco use, and studies to promote cancer screening.
Articles describing interventions to increase the use of Medicare preventive
benefits in underserved populations are also of interest. Additionally, we are
seeking articles describing the impact of prevention on Medicare costs and utilization
and discussing innovative financing or delivery models.
Submission Due Date: February 1, 2005
Fall 2005 General Topics
Those articles that have been accepted for publication from our general inventory
will appear in this issue.
Winter 2005-2006
Medicare Education Program
CMS has implemented the National Medicare Education Program to assist beneficiaries
make more informed decisions about health plans, providers, and other health
matters. This issue will focus on the latest research and efforts to educate
beneficiaries about the Medicare Program. Following up on the Fall 2001 issue
of the Review on consumer information, we are seeking articles that address
the implementation and evaluation efforts of the initiatives being undertaken
to improve beneficiary knowledge of the Medicare Program, and those that address
the factors determining or measuring the boundaries of Medicare beneficiary
knowledge.
Submission Due Date: May 2, 2005
Ongoing Call for General Articles
We continue to seek articles that are not theme-related that discuss health care
research: major policy issues that present information and analyses concerning
health services and health financing programs (with emphasis on the Medicare and
Medicaid Programs) or the development of a particular project or demonstration.
A selection of articles is typically published in every issue under the header
“Also Featuring.”
