Choice Primer – An Employer’s Guide to Implementing Effective
Commuter Choice Programs is now available. The Primer is intended
to be a concise, user-friendly reference guide for employers and transportation
professionals to developing and implementing worksite commuter choice
programs. A digital tool called the Commuter
Choice Decision Support System is packaged with the Primer to
enable an employer to actually develop and test out a various commuter
choice programs that fit their situation. The document is also available

AMBER Plan Program Support Assistance
- A
Guide For HOT Lane Development is now available. It is intended
to be a handbook documenting the collective experience gained from
the nation's initial implemented high occupancy toll (HOT) lane projects.

- FHWA establishes a new website for Congestion
Mitigation. The new site contains general information about traffic
congestion, as well as links to programs that can help mitigate congestion
such as Traffic Incident Management and Work Zone Mobility.
- The document on Regional
Transportation Operations Collaboration and Coordination is now
available. It is intended to be a primer that introduces a formal
collaborative activity for transportation managers and public safety
officials from cities, counties and states within a metropolitan region.
This document builds upon work done for "Organizing for Regional Operations",
and is also available on the Electronic

Message Signs for Missing Children "Amber Alert".
- Measuring
Travel time reliability with archived ITS data.
- A report, "Organizing
for Regional Transportation Operations," is available electronically
from the Institute of Transportation Engineers. The report consists
of an executive guide and 6 case studies that examine the partnerships
among transportation and public safety agencies to provide coordinated,
regional transportation operations.
- The "Arterial Signal Timing" video demonstrates the importance and
benefits of maintaining optimized and current traffic signal timing
plans, and investing resources in traffic signal systems. For copies

- Roadway Operations
Self-Assessment - a new tool to help agencies measure and improve
the effectiveness of their operations and management activity.
- On January 8, 2001, DOT published rulemaking that will lead to faster
incorporation of ITS on US streets and highways. The FHWA Rule and
FTA Policy for conformance with the National ITS Architecture &
Standards, and all related materials, are available on the ITS
Architecture and Conformity Web Site.
