Office of Medicare Hearings and Appeals TransitionThe Office of Medicare Hearings and Appeals Transition (MHAT) was established to transfer the responsibility for the function of administrative law judges hearing Medicare appeals from the Commission of Social Security to the Department of Health and Human Services. This transfer is established in the Medicare Prescription Drug, Improvement and Modernization Act of 2003, (Public Law No: 108-173) Section 931. The Office of Medicare Hearings and Appeals Transition has functional oversight for all aspects of the transfer, including workload, cost projections, transition timetable, regulations, case tracking, geographic distribution, hiring, training the 200-300 staff to support the transition.
