President Bush to Nominate Six Individuals to Serve in his Administration and Another to Serve as Acting Party

President George W. Bush today announced his intention to nominate six individuals to serve in his administration and announced another individual to serve in an acting capacity.

The President intends to nominate Morris X. Winn to be Assistant Administrator of the Environmental Protection Agency for Administration and Resource Management. He has been Division Manager for Human Resources in the Office of the Texas Comptroller of Public Accounts since 1999, and was Deputy Commissioner for Human Resources at the Texas Department of Insurance from 1994 to 1999. From 1984 to 1992, Winn served with the Texas Attorney Generals Office as the Division Director of Support Services and then as Division Director for Employee Relations. He is a graduate of Prairie View A&M; University.

The President intends to nominate Michael Smith to be Assistant for Fossil Energy at the Department of Energy. He has served as Oklahoma Secretary of Energy since 1995 after being appointed by Governor Frank Keating. As Oklahomas Energy Secretary, he has been a member of numerous boards and commissions including the Interstate Oil and Gas Compact Commission and the Southern States Energy Board. Smith served as a member of the Oklahoma Energy Resources Board from 1992 to 1994 and was a member of the Oklahoma Legislative Interim Task Force on Environmental Regulation from 1991 to 1992. A former member of the U.S. Army, he received both his undergraduate and law degrees from the University of Oklahoma.

The President intends to nominate Barry D. Crane to be Deputy Director of the Office of National Drug Control Policy for Supply Reduction. He is currently a Project Leader in the Operational Evaluation Division at the Institute for Defense Analysis where he examines the effectiveness of interdiction operations against the cocaine business enterprise and technical performance of many interdiction systems. From 1987 to 1991, he served as a Specialist for Electronic Systems in the Office of the Director of Defense Research and Engineering, and from 1983 to 1986 he served as HQ USAF in the Air Force Studies and Analyses Chief Tactical Branch. Crane was a member of the U.S. air Force until 1991 and is a graduate of the U.S. Air Force Academy and received a Ph.D. from the University of Arizona.

The President intends to nominate Emmy B. Simmons to be Assistant Administrator of the United States Agency for International Development for International Economics and Agriculture. She has served at USAID since 1978 and is currently Deputy Assistant Administrator in the Center for Economic Growth and Agricultural Development in the Bureau of Global Programs. She served in USAIDs Russia Bureau from 1995 to 1997, the Bureau for Africa from 1987 to 1991 and was an Agriculture and Economics Officer from 1978 to 1987. She completed research fellowships in Liberia and Nigeria and is a former Peace Corps Volunteer. Simmons received an undergraduate degree from the University of Wisconsin and a Masters degree from Cornell University.

The President intends to nominate Richard Clarida to be Assistant Secretary of the Treasury for Economic Policy. He is presently the Chairman of the Department of Economics at Columbia University, and has been a Professor at Columbia since 1988. From 1983 to 1988, he was an Assistant Professor of Economics at Yale University. He was a Consultant to the Group of 30 Project on Exchange Rate Regimes in 1999 and was a consultant to the Federal Reserve Bank of New York from 1991 to 1992 and from 1995 to 1997. From 1987 to 1989 he was a consultant to President Reagans Council of Economic Advisors and was a Senior Staff Economist at the CEA from 1986 to 1987. Clarida was a visiting scholar at the International Monetary Fund from 1992 to 1993 and then again from 1995 to 1997, and he was a visiting scholar at the Federal Reserve Board in 1992, 1994 and 1997. He is a graduate of the University of Illinois at Urbana and received both a Masters degree and Ph.D. from Harvard University.

The President intends to nominate Jay B. Stephens to be Associate Attorney General. He is presently Corporate Vice President and Deputy General Counsel of Honeywell International Inc., and from 1993 to 1997, he was an equity partner in the Washington office of Pillsbury, Madison and Sutro. He served as the United States Attorney for the District of Columbia from 1988 to 1993 and was Deputy Counsel to the President from 1986 to 1988. Stephens served in a variety of senior positions at the Department of Justice from 1981 to 1986 including Principal Associate Deputy Attorney General. He is a graduate of Harvard University and Harvard Law School.

The President has announced that Phil Perry will serve as Acting Associate Attorney General until the confirmation of Jay B. Stephens.
