This case concerned the negotiability of a proposal concerning the Agency's draft customer service policy. The Authority found that the proposal was not negotiable and dismissed the petition for review.
The Authority found that the proposal affected management's rights to direct employees and assign work. The Authority also found that the proposal did not constitute an appropriate arrangement under § 7106(b)(3) of the Statute.
