      This case came before the Authority on the Agency's motion for reconsideration and request for a stay of the Authority's decision in 57 FLRA 444 (2001). The Authority concluded that the Agency failed to establish extraordinary circumstances warranting reconsideration, and dismissed the Agency's motion and its request for a stay.

      The Authority noted that it has repeatedly recognized that a party seeking reconsideration of an Authority decision under § 2429.17 bears the heavy burden of establishing that extraordinary circumstances exist to justify this unusual action. It also noted that it has repeatedly advised that attempts to relitigate conclusions reached by the Authority are insufficient to establish extraordinary circumstances. Here, the Authority concluded that the Agency's arguments in its motion for reconsideration did not establish any of the situations identified by the Authority as meeting the extraordinary circumstances requirement.
