The Authority concluded that the award was not deficient on the grounds raised in the exceptions and set forth in § 7122(a). The Authority rejected the allegations that the arbitrator failed to provide a fair hearing, that it was based on a nonfact, or that it was deficient as contrary to public policy. The Authority noted that the excepting party failed to clearly show that the award violated an explicit, well-defined and dominant public policy.
