The Authority concluded that the award was not deficient on the grounds raised in the exceptions and set forth in § 7122(a). The Authority rejected the arguments that the arbitrator exceeded his authority, or that the award failed to draw its essence from the parties' agreement. Additionally, the Authority noted that disagreement with an arbitrator's findings of fact and evaluation of evidence and testimony does not establish that an award is deficient on fair hearing grounds.
