After review of the record, the Authority concluded that the award was not deficient on the grounds raised in the exceptions and set forth in § 7122(a). The Authority rejected the arguments that the award was contrary to regulation noting that the excepting party failed to establish that the award was in any manner contrary to the regulation on which the party relied. The Authority also rejected the allegation that the award failed to draw its essence from the agreement.
