57 FLRA No. 198
AFGE, Local 4046 and U. S. Dept. of The Air Force Minot Air Force Base, North Dakota (Salkovitz Kohn, Arbitrator), 0-AR-3538 (Decided July 12, 2002)
Under § 7122(a) of the Statute, an award is deficient if it is contrary to any law, rule, or regulation; or it is deficient on other grounds similar to those applied by federal courts in private sector labor-management relations. After reviewing the entire record in this case, the Authority concluded that the award was not deficient on the grounds raised in the exceptions and set forth in § 7122(a). The Authority rejected allegations that the Arbitrator was biased, that the Arbitrator exceeded his authority, that the Arbitrator failed to provide a fair hearing, and that the award was based on a nonfact.
