This case concerned the negotiability of one proposal relating to how management officials would address unit employees serving as labor organization representatives and other unit employees engaged in labor-management relations matters. The Authority concluded that the proposal was outside the duty to bargain and dismissed the petition for review. The Authority found that the proposal was outside the duty to bargain because it directly determined the conditions of employment of management officials.
