Our Mission

Manages processes for development of all Agency regulations, and other program issuances, including directives and guidance documents and ensures that all relevant offices participate in the development process.

Manages the development and drafting of Agency regulations and other program issuances, ensuring that they comply with all relevant laws, executive orders, directives, policies and tracks their progress.

Coordinates and controls all documents to be published in the Federal Register, ensuring that documents comply with Agency policies and Federal Register requirements.

Conducts regulatory analyses, ensuring that regulations are based on reasonably obtainable, sound scientific, technical, economic and other data; that the regulations are authorized by law and conform with applicable statutes; and that the economic, social, environmental and other impacts are accounted for pursuant to presidential executive orders and relevant statutes including the Regulatory Flexibility Act and the Small Business Regulatory Enforcement Fairness Act.

Provides economic and policy analysis to Agency management on fiscal, inspector services, international issues, and other program related activities, and evaluates and analyzes food safety and other consumer protections policy alternatives in terms of technological change, structural changes, general economic effects, on the meat and poultry industries and public health objectives.

Manages the petition process, ensuring that petitions are analyzed in the context of Agency objectives, and responded to in a timely manner.

Operates the FSIS Docket Room, maintaining administrative records, including public comments and relevant data, working memoranda, recommendations associated with regulatory issuances, and managing public access to official records and files as required by the Administrative Procedures Act.

Reviews regulations to determine their continuing utility and enforceability, consistent with program objectives, statutory requirements, and departmental policies.

Ensures Agency's compliance with the Paperwork Reduction Act for all information collection activities including surveys.

Provides liaison with the Office of the General Counsel and other USDA offices, with the Office of the Federal Register, Office of Management and Budget, the National Archives and Records Administration, the Small Business Administration and other Government agencies with an interest in the development and publication of the Agency's regulatory documents.

Prepares and publishes public notification of public hearings, public meetings and scientific conferences.

Manages the Agency's regulatory agenda including regulatory reform initiatives and their policy interpretations.
