Since the earliest days of the Palestinian Authority, a varied group of Palestinians has sought to lay the practical foundation for Palestinian statehood through the construction of strong institutions with clear—and generally liberal—legal bases. Although these efforts have been sometimes frustrated by the Palestinian leadership and by deep rivalries between the reform groups, reformers have coalesced around a remarkably common agenda. Brown examines efforts by Palestinian reformers on several issues including the rule of law, public finances, corruption, elections, and local governance.

Nathan J. Brown is a professor of political science and international affairs at George Washington University.
