Summer Employment Program

The summer program is formally announced from mid-December through the second week of February. Applications are accepted only during this period. Managers are notified by mid-March when applications may be reviewed. Some applications may be viewed electronically. Once a candidate has been identified, Divisions must submit a Request for Personnel Action (RPA), an RD (generic RDs are used for Career Level I) a resume, and current transcript. Students may start work in mid-May but must resign or be terminated NLT 30 September.

NRL employs summer students in three categories:

Category I—NC-I (GS-2/4) clerical positions. NC-I positions require high school graduation or 3 months of clerical work experience. Most positions require a minimum typing speed of 40 wpm. There is no written test required for these positions.

Category II—NR-I (GS-2/4) non-clerical positions, i.e., sub-professional and technical positions in occupations of engineering, physical science and math, and computer operations. NR-I positions require high school graduation. Priority consideration is given to students with a superior academic record.

Category III—NP-II and NP-III (GS-5 and above) positions in engineering, computer science and physical science. Candidate must be a college graduate, graduate student, planning to attend graduate school, faculty member, or possess equivalent experience related to the duties of the positions for which they are applying. Priority consideration is given to students with a superior academic record.

1. Eligibility Requirements

US citizenship or lawfully admitted to the US as a permanent resident or otherwise authorized to be employed.

Attendance (or acceptance for enrollment) at an accredited college/university on at least a half-time basis. The definition of half-time basis is defined by the school in which the student is enrolled.

Be at least 16 years of age.

Students who meet at least one of the following criteria will be given first consideration:

  • An overall GPA of 2.5 or better, or
  • Experience assisting scientific and engineering personnel in performing research work in an R&D laboratory, or
  • Membership in a recognized honor society or
  • Honors and awards indicating superior talent and/or creativity

2. Appointment

Students will be given an excepted appointment not-to-exceed 30 September Students may reapply to this program each summer. Students may be converted to the Student Temporary Employee Program (STEP) which would allow them to return during Christmas and Spring breaks.

3. Benefits

Students earn 4 hours of annual and sick leave each pay period if their appointment is scheduled to last for at least 90 days and if they have regular tour of duty prescribed in advance.

** Personnel Actions Required for SCEP, STEP, and Summer Student Employment** : An RPA must be submitted each time a student leaves NRL to return to school, when the student returns to NRL, and whenever the student's work schedule is changed. A memo from the student requesting a work schedule change must always be attached to the RPA. In addition, to extend the appointment of any STEP student, an RPA must be submitted. These RPAs should be submitted to the HRO in a timely manner so that they may be processed before the effective date. Otherwise, the student's pay and benefits may be affected.
