This is the federal website for the Job Opportunities for Low-Income Individuals (JOLI) Program. The Office of Community Services, Division of Community Discretionary Programs (DCDP) administers this program.

The Job Opportunities for Low-Income Individuals (JOLI) Program is a job creation program authorized by the Congress under Section 505 of the Family Support Act of 1988, as amended. The purpose of the program is to demonstrate and evaluate ways of creating new employment opportunities for certain low-income individuals through the provision of technical and financial assistance to private employers in the community.

The primary objectives of JOLI are to award grants to nonprofit organizations (including community development corporations) exempt from taxation under Section 501 (c) 3 or 4 of the Internal Revenue Code, to develop projects that will:

  • Create new jobs and business employment opportunities for welfare recipients and any other individual whose income does not exceed 100% of the official
  • Create self-employment/microenterprise business opportunities for eligible participants; and
  • Provide technical and financial assistance to private employers in the community that will result in full-time permanent jobs for eligible participants.

All projects funded under this program must include an independent, methodologically sound evaluation of the effectiveness of the activities carried out under the grant to create jobs and business opportunities for eligible participants. In addition, all projects funded under this program must enter into a cooperative relationship with the State agency responsible for administering the Temporary Assistance for Needy Families (TANF) Program funded under Part A of Title IV of the Social Security Act.

OCS expects to fund approximately 5 to 10 grants each year, contingent upon the amounts requested in individual grant applications. The JOLI grant awards are approved for up to three-year project periods and are funded for up to a maximum of $500,000 for the full project period.
