Statement by Richard Boucher, Spokesman January 5, 2001 Rewards Program for International Criminal Tribunal for Rwanda The State Department is launching the Rewards for Justice Program in support of the International Criminal Tribunal for Rwanda (ICTR) and its efforts to bring indicted fugitives to justice. The U.S. Government is offering a reward of up to $5 million for information leading to the transfer to or conviction by the ICTR of any individual indicted by the Tribunal for his or her actions regarding the Rwandan genocide in 1994. This program has been authorized by Public Law 106-277 (October 2, 2000) sponsored by Senator Russell Feingold (D-WI). It is comparable to the existing rewards program for the International Criminal Tribunal for the Former Yugoslavia. We strongly encourage individuals who have information that would lead to the transfer to or conviction by the ICTR of indicted fugitives to contact the nearest U.S. Embassy or consulate, or to write to Rewards for Justice, Post Office Box 96781, Washington, D.C. 20090-6781, or to send a message by Email: mail@dssrewards.net, or through the Internet: www.dssrewards.net. To date, 44 out of 53 publicly indicted individuals are in the custody of the ICTR. The United States applauds the successful efforts of the ICTR to date. We believe that the Rewards for Justice Program will provide a potentially useful means to achieve the apprehension or voluntary surrender of the remaining indicted fugitives of the ICTR. The international community must continue to do all it can to help achieve international justice for the genocide that occurred in Rwanda in 1994.
