</div>Summary of Duties:  Functions in a Special Assistant capacity and represents the CMS Regional Office and the Regional Administrator.  Assists senior Regional Office leadership in developing and maintaining relationships with key partners and stakeholders.  Develops and maintains direct contact and working relationships with CMS and DHHS components, as well as all segments of the health community, beneficiaries, members of the general public and congressional offices to formulate communications goals, strategies and standards, including the development of new public information/dissemination strategies.  Responds to media and congressional queries (either independently or as part of a team), by speaking at or attending meetings and other events, by preparing (either independently or as part of a team) speeches to be delivered by Regional Office senior leadership and by providing oversight to the public message delivered by the Regional Office on behalf of the Regional Administrator.  Informs management about any significant media queries and works with appropriate staff to gather information for responses and/or to arrange interviews.  Coordinates the day-to-day activities that cut across CMS and Regional Office program areas at the request of the Regional Administrator/Deputy Regional Administrator.  Incumbent may also work with the Chief Medical Officer on assigned high visibility projects, especially those involving public health and quality initiatives in support of CMS goals.  Conducts analytical studies based on knowledge of relevant statues and regulations, CMS research, Departmental initiatives and CMS goals, strategies, standards, program functions and products in order to develop new CMS public information/dissemination strategies.  Participates in intra-management discussions on matters that may result in negotiations with the union.  Tracks external events that may impact on the CMS mission, objectives and initiatives by scanning a variety of new sources, identifies breaking news, investigations and studies that will have an influence on CMS objectives and operations.

Specialized Experience:   Fifty-two (52) weeks of specialized experience equivalent to at least the GS-12 grade level.

The incumbent is required to have a broad knowledge of a wide range of health care policy and programs in addition to service and delivery issues.  Strong analytical and organizational skills necessary for the investigation, review, examination and impact analysis of health care industry and quality of care trends is required. 

Specialized experience is described as experience performing work concerned with the analysis, administration and delivery of health care services.  This could include:

In addition to strong writing skills, familiarity with dealing with the media and representing an office and its programs is desire able.  A Masters in Public Health and/or a clinical health care professional degree and/or experience in clinical/public health/health care quality settings are also desirable.

Time-in-Grade Status:   Applicants applying for promotion must have served at least fifty-two (52) weeks at the GS-12 level or and must have career or career-conditional status.

RATING CRITERIA – Knowledge, Skills and Abilities (KSAs):   In addition to your resume, please write 1/2 to 1 page narrative statement explaining the experience you have relating to each KSA listed below.

1.  Ability to prepare a variety of written products (CRITICAL). Candidate must have strong written skills.  The candidate may be required to submit a writing sample(s) on given topics to assess grammatical correctness, comprehension of subject matter, clarity and conciseness of description and analytical ability.

2.  Knowledge of national health care issues to facilitate communication between the Centers for Medicare and Medicaid Services (CMS) and the public. (CRITCAL)    Candidate must have strong verbal and communications skills. 

3.  Ability to analyze, interpret and apply laws, regulations and policies.

4.  Ability to analyze broad and complex issues and develop sound recommendations for solutions. 

5.  Ability to establish and maintain a working relationship with internal and external organizations.
