Justice Expenditure and Employment in the United States, 1999

This annual report provides selected data from the Census Bureau's Annual General Finance and Employment Surveys. Data presented include police protection, judicial and legal services, and corrections expenditure and employment for Federal, State, and local governments in 1999 and national trend data for 1982 to 1999. Expenditure data are provided for fiscal year 1999; employment and payroll data are for the month of March 1999.

The report compares justice expenditure to spending for other governmental services and analyzes trends in justice spending and employment. It presents expenditure data per capita and number of justice employees relative to other State and local employees for each State. Survey methodology and definitions used are briefly discussed. The data in the report are comparable to those published in the 1980-99 Justice Expenditure and Employment Extracts. 1993-99 Justice Expenditure and Employment Extracts are available in spreadsheet format.

Highlights include the following:

  • In 1999 the Federal government alone spent 27 billion dollars on the justice system.
  • State governments spent $57 billion on criminal and civil justice in 1999.
  • Local governments contributed the most (51%) to the criminal and civil justice system -- almost $75 billion.
