Bioterrorism Act Regulations Require Facilities Registration,
Prior Notice of Food Shipments

As part of its efforts to protect the nation's food supply against terrorism and other food-related emergencies, FDA has published two interim final regulations that require:

• registration with FDA of all domestic and foreign food facilities that manufacture/process, pack, or hold food for human or animal consumption in the United States
• advance notice to FDA of any shipment of human or animal food imported or offered for import beginning Dec. 12, 2003.

The two new regulations are part of the requirements of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002.
