Independent Research
and Development (IR&D;) Database The Defense Technical Information Center (DTIC®) collects and maintains Independent Research and Development (IR&D;) summaries from DoD contractors in a secure database. The database, accessible only to authorized U. S. Government scientists, engineers and researchers, is used to investigate solutions to future technical challenges facing DoD, to facilitate the accomplishment of DoDs current myriad missions, and to reduce the possibility of duplicative efforts by Federal and DoD laboratories and other R&D; efforts. Defense industry contractors are strongly encouraged to provide IR&D; project descriptions to DTIC for inclusion in the IR&D; database to make DoD aware of technical expertise in areas of DoD interest with in the DoD contractor community. While IR&D; project summary submissions are most welcome, and can be accepted, at anytime during the fiscal year, the 15th of March and the 15th of September of every year have been established as formal submit by dates for companies to use in planning their IR&D; submissions. DoD contractors must be registered with DTIC to submit their IR&D; data. Please contact the POC at the end of this page for registration information. Of particular importance is DTICs handling of IR&D; data as Company Proprietary. In addition to the secure IR&D; database and mandatory user registration (limited to qualified U.S. Government employees), IR&D; data is handled as Non Classified-Sensitive-Limited Access within DTIC. IR&D; data can only be accessed via a secure Web-site under the umbrella of DTICs SECURE-Stinet system.

DTIC recommends against submitting proprietary IR&D; project summaries via the Internet. IR&D; project summaries are best submitted via CD-R (Read-only) CD-ROMS or 100Meg Zip Drive Diskettes or 1.44Meg Floppy Diskettes.
