CHAIRMAN YOUNG ANNOUNCES HOMELAND SECURITY REORGANIZATION
 
January 29th, 2003 - - FOR IMMEDIATE RELEASE: Washington, D.C. -- House Appropriations Chairman C.W. Bill Young announced a major restructuring of subcommittee jurisdictions in order to create a new Homeland Security Subcommittee. The Chairman’s proposal, which is subject to approval by the full Appropriations Committee, would put all of the agencies in the Department of Homeland Security (DHS) under one subcommittee. “The security of our homeland is our Nation’s top priority. This reorganization plan ensures it will also be the top priority of the House appropriations committee. It will allow us to conduct vigorous oversight of the new department to ensure that taxpayers’ dollars are well spent,” said Young. Two of the largest components of Homeland Security – TSA and Coast Guard – are in the Transportation Subcommittee. This subcommittee will become the Subcommittee on Homeland Security and will be chaired by Rep. Harold Rogers (R-KY). Other programs in the subcommittee include: Customs, Secret Service, Federal Protective Service, Federal Law Enforcement Training Center (from Treasury-Postal), Immigration and Naturalization Service, First Responder programs, National Infrastructure Protection (from Commerce-Justice-State), Animal Plant Health Inspection Service and Plum Island (from Agriculture), National Communications System and Bio-Weapons Defense Center (from Defense), various energy and nuclear program (from Energy and Water), Metro Medical Response, Office of Emergency Preparedness, National Stockpile, National Disaster Medical System (from Labor-HHS), FEMA (from VA-HUD). “Eight subcommittees have jurisdiction over various facets of the new departments under the current committee structure. Secretary Ridge has an enormous responsibility leading the department and this change will allow him to maximize his time before the Appropriations Committee. Creating one subcommittee will allow us to focus our attention and resources on the unique challenges confronting the new department,” said Young. The Chairman’s proposal creates a new Subcommittee on Transportation and Treasury which will be chaired by Rep. Ernest Istook (R-OK). The reorganization plan includes moving non-homeland security-related Department of Transportation accounts to Treasury-Postal. These include the Federal Aviation Administration, Highways, Transit, Highway Safety, AMTRAK, National Transportation Safety Board, Washington Metro Area Transit Authority, Maritime Administration (from CJS), and Federal Maritime Commission (from CJS). The Bureau of Alcohol, Tobacco and Firearms will also be transferred to Commerce-Justice-State.
