USDA's Board of Contract Appeals Affirms Principles
It is improper to pay indemnities for a crop loss when it is still practical to replant;
Appraisals must not be made until an accurate appraisal can be made;
An appraisal must be delayed anytime a more accurate appraisal can be made at a later
date; and
It is improper to pay indemnities without following authorized procedures - if authorized
procedures do not adequately address a particular situation, action should not be taken
until the issue is clarified.
