Implementation of the Peace Accords

This report sets out to assess the significance of the implementation of the 1992 Chapultepec Accords nearly ten years after the initiation of negotiations under United Nations auspices. The report considers a number of important questions. To what extent have the constitutional reforms called for in the peace agreements consolidated the political transformation in El Salvador? What has been the impact of ambiguities, strengths, and weaknesses in the provisions encountered during their implementation? How did the third-party role of the United Nations (UN) contribute to the political transition? Do any troubling portents remain? Is the transformation durable and irreversible? What lessons from peace-building in El Salvador are applicable to other international conflicts?
