Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer, Rebecca Contreras
The Office of Human Resources Strategy and Solutions (HRS&S) serves as the strategic policy arm of the Treasury human resources organization. The office is responsible for ensuring that human capital strategies are aligned with Treasury missions and administration priorities and that these strategies are integrated with the Department’s and bureaus’ strategic plans. The office delivers Department-wide program implementation and consultation to bureaus on a broad range of complex human resources issues, including performance management, workforce development, executive resources, employment and staffing, compensation policy, and workers compensation services. This includes providing leadership and direction on new programs and initiatives and working closely with Treasury bureaus to develop creative and innovative solutions to emerging human resources issues. This office also works closely with the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB) to ensure Treasury human resources policies and programs support and advance the Human Capital initiative of the President’s Management Agenda (PMA).
The Office of Equal Opportunity and Diversity (EOD) serves as the equal opportunity policy arm for the Department of the Treasury and represents the Department's interest in the formation and interpretation of statutes, regulations and policies governing Federal Equal Opportunity issues. The team also provides leadership, direction and guidance in carrying out the Department’s equal opportunity (EO), diversity and civil rights responsibilities; provides oversight of the Department’s statutory EEO complaint program, including alternative dispute resolution programs; and adjudicates complaints of discrimination for all Treasury employees and applicants for employment.
The Office of Human Resources Operations for Departmental Offices (HR Ops) is responsible for providing expert consulting services to Departmental Offices (Secretary’s headquarters) on human resources issues that are at the heart of organizational success including: recruitment and retention, Senior Executive Service (SES), political appointments, employee and labor relations, benefits and retirement, employee development and training, and pay administration.
The Office of Human Resources Operations is dedicated to providing the most helpful, effective, courteous, and responsive leadership, guidance, and support to Departmental Offices in the administration and management of its human resources.
The Treasury Executive Institute (TEI) provides continuous learning and growth opportunities that meet the learning needs of Treasury Department executives, executive development candidates, and senior managers. TEI brings executives to the marketplace of ideas by exposing them to best practices in leadership models, new technologies, and executive competencies. TEI programs have provided both education and knowledge sharing opportunities among executives throughout the Treasury Department since its creation in 1983.
