Motor Vehicle Management Federal Fleet Policy Council (FedFleet)

The Federal Fleet Policy Council (FedFleet) is composed of representatives and alternates from federal agencies or activities, at the national level, that manage & operate federal motor vehicle fleets. Activities of the Council are directed by an elected steering committee.

CHARTER


Federal Fleet Policy Council (FEDFLEET)

1. Official designation. The name of this committee is the Federal Fleet Policy Council (FEDFLEET).

2. Functions. Motor vehicles are an integral tool for agencies to use in meeting their missions. With the size, complexity and cost of the Federal Fleet, as well as the numerous laws impacting fleet operations, it is imperative that it be managed as effectively and efficiently as possible. The council provides a forum for agencies to communicate information, to discuss shared concerns, and to agree on solutions to common problems. As part of this, the council functions consist of:

a. Serving as a focal point to federal agencies for the coordination of vehicle management problems, plans, and programs common to all federal fleets; and

b. Serving as a focal point to agencies as they establish systems to monitor motor vehicle costs.

c. Providing a forum for the review and development of the programs within the federal fleet that will promote the economical and cost efficient operation of all Government-owned and leased motor vehicles. Subcommittees, task forces or other bodies will be developed as needed. These programs shall include functions such as:

1. Analysis of existing and proposed regulations, laws, executive orders and international agreements with a view toward simplification and creation of new guidelines, as required;

2. Determination of optimum methods of meeting an agency's mission requirements, including types and numbers of vehicles needed, analyses of lease options, privately owned vehicle usage, and government controlled vehicle usage;

3. Development of motor vehicle safety programs; and

4. Liaison between agencies, the private sector and other governmental entities regarding vehicle management issues and as a forum for discussion with private sector firms including Original Equipment Manufacturers (OEM).

3. Membership.

a. The Council shall consist of representatives and alternates from agencies or activities operating a federal motor vehicle fleet.

b. The Council shall be directed by a steering committee composed of five members representing the following categories:

Law Enforcement

Department of Defense

Civilian Agency

Small Fleet

Large Fleet

1. Members of the steering committee shall be approved by the general membership of the FEDFLEET.

2. Members shall serve up to 15 months with a new member being appointed at each general meeting, subject to the initial start up set forth in 3 below:

3. The steering committee shall set the term limits for the initial five members of this committee, not to exceed 15 months.

4. The steering committee shall have a chairperson selected by the membership of the committee. The chairperson shall serve as a focal point for matters involving the steering committee whenever the committee is not in session.

4. Changes or Amendments. Any changes or amendments to this charter shall be approved by the Steering Committee and submitted to the FEDFLEET membership for approval. Changes or amendments become effective only after approved by the membership of FEDFLEET.

5. Meetings. Meetings will be on a periodic basis, generally quarterly. The FEDFLEET steering committee will be responsible for the content and direction of these meetings.
