N A T I O N A L R P A F O R E S T D A T A B A S E
The
Forest and Rangeland Renewable Resources Planning Act of 1974 as amended by the
National Forest Management Act of 1976, is intended to help guide Forest
Service planning and activities on National Forest land. These statutes direct that an assessment of
all renewable resources be made every 10 years to describe the condition and
potential of America's 1.6 billion acres of forest land and rangeland. They call for an appraisal of present and
future demands for forest and rangeland products, and identification of
opportunities for increasing the yield on the nations forests and rangelands.
Beginning
with the 1989 RPA Assessment, the Assessment Management Group established a
permanent national data base that contained plot, stand, or stratum level data
from the 9 Regions and 6 Experiment Stations across the nation. Each of these 15 individual data bases had a
common data structure (with identical codes and data formats) and was stored in
a central location. The resource statistics for the 1989 Assessment were dated
1987.
In
recent years, as environmental issues have become more contentious, it has
become apparent that more detailed information on a shorter time interval would
be useful. While the full reports to Congress will remain on the 10-year
schedule, the Forest Service now publishes an update of the Assessment
statistics every 5 years. A statistical
"Update" was published for 1992 as an interim between the mandated
1987 and 1997 statistics. The focus of
this document is the data submission protocols for the Congressionally mandated
1997 resource statistics for the 1999 RPA Assessment.
Forest
Service strategic inventories provide a wealth of detailed information about
forest vegetation through data collected utilizing varying sampling
strategies. In recent years efforts
have focused on providing a more consistent and uniform set of 'core' data that
will be collected at all 'grid' sample locations to support regional and
national assessments. These data have
common definitions, collection protocols, and processing procedures. The 1997 data base will be the first
national forest resource data base with detailed georeference and vegetation
level features. Because of the time
required to implement standard data, an average of 10 years for complete U.S.
coverage of a new variable or procedure, the 1997 data base will take a
two-tiered approach. The first tier
will be data input at the georeferenced sample plot level with detailed tree
records. This data will be available
for about 75 percent of the forest land in the U.S. in 1997. The second tier will contain summary data
referenced at the county level for the entire U.S. For some areas where new
inventories are incomplete, this will be the only standard data available. (figure 1)
The
following pages contain details on the exact structure of the RPA national data
base. Data to populate the national
data base will be provided in three documented formats- Eastwide standard,
Westwide standard, and Summary. The
Eastwide standard documentation is found in General Technical Report NC-151
(Hansen, et al, 1992), Westwide documentation is found in General Technical
Report INT-317 (Woudenberg and Farrenkopf, 1995), and RPA summary documentation
is found in this report. Eastwide and
Westwide documents are also available on DG.
Each submitted data file must adhere to the proper format prior to being
transferred to the RPA Data Center in Starkville, MS.
The
contents of this data dictionary are very similar to those used in 1992. Notable changes from 1992 include:
1) redefinition of the unique identifier for
each plot as the concatenation
of Region or Station source (RSID),
State(STATE), County(COUNTY)/Plot
Number(RECNUM), and Condition
Class(CONDITION). All data in the 1997
data
base will be county referenced with minor
exceptions where data disclosure
issues preclude this delineation.
2) inclusion of biomass data in the volume
record
3) addition of a county summary record for
all counties in the US which will be
completed by the data center (this record
will be completed by the RPA Data
Center staff)
4) field units that have data in either
Eastwide or Westwide format will
submit these formats in lieu of RPA
summary format. Green biomass data
currently reported in the Eastwide format
will be converted to dry values
using generic conversion factors provided
in Table H at the end of this
doucment (derived from Smith, 1991).
5) declaration on area and volume records as
to whether data are observed or
modeled
6) method of providing data for 2-inch DBH
tables; automatic for RPA submissions
in Eastwide and Westwide standard formats,
special format for non-standard
submissions.

Documentation
for the structure of the RPA summary data base covered by this document has
been organized into two major sections:
Element Requirements-Format Specification and Element Definition-Code
Specification. The variables or pieces
of information that will be entered into the data base are called
'Elements'. Each element has a FORTRAN
format, a definition, and possibly a list of codes associated with it. There are three Record Types within the data
base; each has its own format structure and documentation.
Element
Requirements-Format Specification. This
section of the documentation describes the required structure of the data file
that will be loaded into the RPA national data base. It includes the element name and number, an indication of whether
the element is required based on ownership and land use, its FORTRAN format,
columns occupied by the element, and measurement units. All of this information is displayed in
three tables, one for each Record Type.
The data file will be entirely numeric, with non-coded elements being
rounded to the nearest integer (i.e. no decimals are entered).
Not ALL
data elements are required on every record.
Required elements are determined by Land Cover Class (LANDCC), Reserved
Class (RESERCLASS), Site Productivity Class (SPCLASS), and Owner Group
(OWNGROUP). Tables A and B list the
required elements for different categories; all other elements are optional but
SHOULD BE ENTERED by the contributor if the data are available. DATA FOR TABLE C WILL BE COMPLETED BY STAFF
AT THE NATIONAL DATA CENTER.
All
data files transferred to the RPA data base must be in the appropriate format
before they can be loaded at the RPA Data Center. ALL UNITS CAPABLE OF SUBMITTING DATA IN EASTWIDE OR WESTWIDE
STANDARD FORMAT SHOULD DO SO IN LIEU OF SUBMITTING THE RPA NATIONAL SUMMARY
FORMAT DESCRIBED IN THIS MANUAL.
If you
are submitting summary format data, PLEASE READ THESE TABLES THOROUGHLY BEFORE
SETTING UP THE RPA DATA FILES. The
2-inch DBH tables shown at the end of this manual are ONLY required for areas
NOT submitted in Eastwide or Westwide standard format (i.e. any data submitted
in summary format).
Element
Definition-Code Specification. This
section provides an explanation of each element, describing what the name
means, the type of information that should be entered, diameter limits and log
rule requirements for volume estimates, extended definitions and codes that are
legal for the element, and other details that aid in clarification. The section is divided into three parts, one
for each Record Type. Please note the
restrictions and minimum requirements outlined for some of the elements; they
will be crucial for an accurate summary in the RPA assessment. The exact codes specified must be adhered to
by all data providers, or the files cannot be analyzed for the assessment. Many of the codes have been taken directly
from Forest Service Handbooks; some have been modified for this data base. Please use the codes within this document
for all elements in the RPA data base.
IMPORTANT
NOTE: This summary structure will be
automatically produced for all data submitted in Eastwide or Westwide standard
formats. A later document will describe
the national tree level data base developed from Eastwide/Westwide
submissions. Contributors submitting
data in these formats should follow guidelines set forth in Hansen et. al
(1992) and Woudenberg and Farrenkopf (1995).

The
manner in which data are submitted for the RPA data base will depend on the
region of the country and the status of standard inventory data in that
region. Wherever possible tree level
standard format data sets will be used.
The following will serve as a guide for data submission:
Northeast,
North Central, Southeast, and South Central RPA Sub-Regions
All
data for the eastern U.S. will be submitted to the RPA Data Center in Eastwide
standard format. RPA volume and area
summary files by county and 2-inch dbh summary files by state/region will be
generated by the RPA Data Center staff.
Summary check tables will be generated by the RPA Data Center and sent
to contributing units for verification of data sets.
Rocky
Mountain, Pacific Northwest, and Pacific Southwest RPA Sub-Regions
For
inventories submitted in Eastwide/Westwide standard format:
Wherever
available, data from the western U.S. will be submitted to the RPA Data Center
in Westwide standard format. RPA volume
and area summary files by county and 2-inch dbh summary files by state/region
will be generated by the RPA Data Center staff. Summary check tables will be generated by the RPA Data Center and
sent to contributing units for verification of data sets.
FOR
INVENTORIES UNAVAILABLE IN EASTWIDE/WESTWIDE STANDARD FORMAT:
When
Westwide format is not an option due to incomplete or missing 'grid' or other
suitable inventories, summary data AS DESCRIBED IN THIS DOCUMENT is required. A major difference for this Assessment is
that data must be aggregated at the county level rather than region/forest
level. This means that existing records
for the 1992 data base can not simply be updated 'in-place'.
For
these non-Westwide summary data submissions, plots or stands can be grouped
into 'strata' prior to creation of a record for the data base, provided the
area descriptors are identical. For
instance, plots or stands having the same county, owner, stand size, stand age,
forest type, and site productivity class could be grouped. The area expansion factor (AEF) would be the
sum of the individual AEF's, and the volume/acre would be the weighted average
of the volumes per acre for the groups of plots or stands.
In most
cases, it is best not to group "Timberland" plots, because such
grouping sacrifices some flexibility and makes corrections and updates of
individual records in the data base difficult.
But we strongly recommend that identical records, such as non-forest
plots by county, be grouped into a single record in the data base to save space
and cost in the management of data.
As with
Westwide inputs, summary check tables will be generated by the RPA Data Center
and sent to contributing units for verification of data sets.
ESTABLISHING UNIQUE RECORD IDs
WITHIN A DATA BASE
An
essential part of the RPA data base is to have a unique record identifier for
every plot, stand or stratum within an entire Region or Station data base.
This
unique identifier will be comprised of the concatenated codes for
RSID/STATE/COUNTY/RECNUM/CONDITION, and entered in columns 2 - 13 of each
record that relates to the same plot, stand or stratum data -- i.e. both record
types containing information for the same plot will have the same Record ID
combination.
Components
of a unique record ID:
RSID- The coded number for the Region or Station
submitting data to the RPA Data Center.
STATE- The standard 2-digit code assigned to each
State in the US by the Bureau of the Census.
COUNTY- The standard 3-digit code assigned to each
county in the US by the Bureau of the Census.
RECNUM- A 10 digit numeric code that can consist of
plot or stand number. The entire
10-digit number must be right-justified, so zero's may need to be entered as
'spacers'. RECNUM may be a consecutive number (i.e. increasing from 1 -
9999999999), but be aware that this numbering system could potentially cause
some duplication by 2 forests in one county.
CAUTION FOR NFS DATA: Care should be taken to make sure that if there is
data from more than one National Forest in the same NFS Region in a county that
the RECNUMs are unique.
CONDITION- A code which identifies a unique condition
(forest type, stand size, stand density) within a given field plot (RECNUM)
using the mapped plot design. If mapped
plots are not the origin of the inventory data, this field should contain a
zero. CAUTION: AREA (AEF) AND VOLUME
(VEF) EXPANDERS MUST BE THOSE ASSOCIATED WITH THE CONDITION AND NOT THE ENTIRE PLOT.

UPDATING
INVENTORIES *

GENERAL
GUIDELINES
Data
contained in the data bases will come from inventories completed at various
dates. The 1997 RPA Data Base will
depict information for the forest inventory situation as of January 1997. Depending on the year of collection and the
amount of change in the resource situation since that date, some data may need
to be updated to the common base year of 1997.
General
guidelines to determine the need for inventory updates are:
-- Inventories completed after January 1,
1994 need not be updated to the
1997 base year. Data collected during these years are assumed to be an
adequate representation of the current
status of inventoried land.
-- Inventories completed prior to 1994 should
be updated for volume if the
change in volume between date of
collection and 1997 exceeds an estimated 5
percent. Forest land area (in a state or a
national forest) should be
updated if the change in area between date
of collection and 1997 exceeds
and estimated 3 percent.
-- In any instance where the contributor
feels that the inventory data no
longer adequately represent the current
situation in terms of timber volume
or forest land area, the data files or the
summarized outputs should be
updated.
Since
the underlying data set will contain tree level data for as much as 75 percent
of the forest land in the U.S., the optimum situation would be to have observed
tree data for as many plots in the data base as possible with only modification
of the area (AEF) and volume (VEF) expanders as the method of updating. The primary reason for this is that the 1997
data base is expected to get a significant number of queries to assess spatial
attributes of growth, mortality, harvest, and species distribution. Current methods of updating, particularly
for harvest and mortality, could hamper spatial analysis. Therefore, providing observed data for
inventories conducted after January 1, 1994 and updating area expanders only
(without altering observed tree records) for earlier inventories are preferred
methods for the 1997 Assessment. In all
cases the contributor's judgment is relied upon to provide the best information
possible.
The
primary responsibility for determining the need for updates, developing updated
files, and documenting procedures rests with the contributing unit.
All
inventories with updated data for the 1997 Assessment must be documented by the
contributor. The documentation should
include references describing any growth/mortality models used, methods for
allocating harvest, and methods for estimating area change. Information on how modeled data were
validated or verified for accuracy should also be provided.
Note
that the updated data must account for all land and water acres within the
update area. So make sure that changes
will result in the proper total area for each owner group-county combination
and national forest. Data contributors
should complete the following form for each owner group-county combination in
every FIA data base, and for each forest-county combination in every Regional
data base and send to the RPA Data Center.
NOTES ON COMPLETING THE UPDATE
DOCUMENTATION FORM
This is
a documentation form- don't make your life miserable by filling one out for
every state or forest if you used an identical procedure for each one. Use the multiple blanks to identify all
areas that used a common procedure.
If you
used a growth model, specify which one and the version that you used. The same is requested for the mortality and
harvest models. Provide a reference for
any published documentation of the models or a location where unpublished
documentation may be obtained.
As
mentioned earlier it is anticipated that the 1997 RPA data base will have many
users wishing to perform some spatial analysis of the data. This makeS knowledge of the methods of
deriving and allocating harvest information during updates a critical
issue. In as general terms as possible
describe the method used (i.e. oldest, highest site stands harvested first, area
proportional distribution by type, etc.).
Note if partial harvesting was allowed or if all harvest was accounted
for by removal of entire stands.
Identify
the source of area change estimates (expert opinion, remote sensing evaluation,
etc.).
Identify
how you validated the models used. Was
it based on a subsample of newly remeasured data in the region of interest or
based upon published or unpublished validation trials.
Provide
any additional comments you feel would help document your updating procedure.

inventories unavailable in Eastwide/Westwide standard format
Each
region and station must provide tables of expanded volume by species and
diameter classes, aggregated across all plots, stands, or strata of timberland
for each state. Both cubic and board
foot (Int 1/4") volumes must be provided, and they should not be rounded
but reported to the nearest respective unit of measure. This data will be sent to the RPA Data
Center as an ASCII datafile.
The
following tables describe the data requirements to meet the species by diameter
class information needs; Data for tables 1-4 must be supplied by regions or
stations in the East, and Tables 5-6 must be supplied by regions and stations
in the West.
Contributors
for the Eastern US must develop the following:
o
Eleven (one per DBHCODE 1-11) 2-line records per owner group (OWNGROUP)
for softwood growing stock (Table 1).
o
Nine (one per DBHCODE 3-11) 2-line records per owner group (OWNGROUP)
for softwood sawtimber (Table 2).
o
Eleven (one per DBHCODE 1-11) 4-line records per owner group (OWNGROUP)
for hardwood growing stock (Table 3).
o
Eight (one per DBHCODE 4-11) 4-line records per owner group (OWNGROUP)
for hardwood sawtimber (Table 4).
Contributors
for the Western US must develop the following:
o
Eleven (one per DBHCODE 1-11) 4-line records per owner group (OWNGROUP)
for softwood and hardwood growing stock
(Table 5).
o
Nine (one per DBHCODE 3-11 for softwoods and 4-11 for hardwoods) 2-line
records per owner group (OWNGROUP) for
softwood and hardwood sawtimber
(Table 6).
o
Eight (one per DBHCODE 4-11) 4-line records per owner group (OWNGROUP)
for hardwood sawtimber (Table 6).
Once
the files are received, the RPA data manager will assume responsibility for
incorporating them into the RPA reports.
Check tables will be sent back to the contributing unit for review and
verification prior to publication.
REMINDER:
Since these values can not be derived from the RPA plot summary format data
contributors must make sure that the table totals agree with comparable figures
that the data manager would get by querying state/owner plot summary totals in
the RPA data base.

Introduction
Area
balancing for the 1997 RPA Data Base involves (1) matching area values entered
into the plot-level database for National Forest System lands with area values
reported in "Land Areas of the National Forest System - As of September
30, 1995", FS-383 at the county level; and (2) matching area values
entered into the plot-level database for all lands with county-level 1990
Census land and water area.
A
supplemental table will be provided to show control areas by state and county,
including NFS total land and reserved land areas, for all counties in the
United States. It will be the
responsibility of the data contributor to verify that the submitted data are
accurate. For brevity, state-level
control summaries are presented in this document as an example format for the
supplemental table. All area control
values will be included in the county data base record (Record Type 3)
Data
contributors from the REGIONS are required to balance the area for the National
Forest System lands in their regions.
Data contributors from the STATIONS are required (1) to balance the area
for National Forest System lands in their area if they are providing the data
for that Region, and (2) to balance the area for state totals. If a STATION is not entering data for the
Region in their area, the table listing state totals contains a column that
lists the state total (excluding National Forest System area) which they should
use in balancing the area.
Check
values will be loaded into the RPA Data Base County Record (Record 3) and check
tables produced to verify that areas are correctly balanced for each
county. It will be the responsibility
of the contributor to correct any errors in their data.

INTERPRETING 1990 CENSUS LAND AND
WATER AREA DATA
The
table listed on the previous pages contains total land area and total water
area by state based on the 1990 Census and National Forest System land areas
based on FS-383 for September 30, 1995.
The first column in the table lists the RPA region and state, the second
column lists total land and water area (this includes non-census water). The third column lists total land area (this
includes non-census water), the fourth column lists total water area (this
includes coastal, inland, Great Lakes and territorial waters). The fifth column lists the sum of all
non-NFS lands. This column is the
control area for Station contributions of non-NFS lands. The sixth column lists the total area of
National Forest System lands in that state.
This value includes National Forests and all other lands within the National
Forest System (Land Utilization Projects, National Grasslands, Experimental
Areas, etc...). The seventh and eighth
columns divide the NFS lands into unreserved and reserved categories.
If a
STATION data contributor is submitting data for all lands in a state, the land

with. If a STATION data contributor is
submitting data for only non-National Forest lands, use columns 4 and 5 to
obtain the total land and water area that needs to be accounted for by their
unit.
When an
adjustment must be made, the Area Expansion Factor (AEF) entered into the RPA
database is the variable that will need to be changed to make the areas
balance. This may be done by assigning
all of the adjustment to a single record in the target county or 'spreading'
the adjustment evenly across all records in a county. It is the responsibility of the data contributor to determine the
most appropriate option.

following table is an example of the total reserved area that must be accounted
for in the NFS data submission to the RPA.
The actual totals for the 1997 RPA Data Base will come from the county
level data collected for the September 30, 1995 version of FS-383. The classes
represented need not be accounted for separately, but the aggregate total of
all classes must be accounted for by county for each forest as accurately as is
feasible. These values are not
available by county in FS-383, but will be provided to contributors in a
supplemental table.
