ERA Program Management Information

The ERA-PMO

The Electronic Records Archives Program Management Office (ERA-PMO) was officially established on October 31, 2002, in accordance with the direction issued by John W. Carlin, Archivist of the United States. This office exercises program management responsibilities, allowing NARA to prepare for the major engineering challenge of developing/acquiring the Electronic Records Archives (ERA) System.

The ERA-PMO engages in activities that support each of NARA's four strategic goals:

  1. Essential evidence will be created, identified, appropriately scheduled, and managed for as long as needed.

  2. Essential evidence will be easy to access regardless of where it is or where users are for as long as needed.

  3. All records will be preserved in an appropriate environment for use as long as needed.

  4. NARA's capabilities for making changes necessary to realize our vision will continuously expand.

The ERA-PMO is composed of both Government and contract staff highly trained and skilled in the areas of program management, systems engineering, archives, records, and information management.

ERA Functional Areas

Organizational Change Management Change management is the process, tools, and techniques needed to make the NARA workplace, its people and processes, more adaptive during this time of change.
Communications Communications includes the processes required to ensure timely and appropriate generation, collection, dissemination, storage and ultimate disposition of project information. It provides the critical links among people, ideas, and information that are necessary for ERA's success.
Configuration Management Configuration management provides for consistent identification of system components (software configuration items, hardware configuration items, and documentation) and controls changes to these components throughout the life cycle.
Program Management Program management leads the acquisition, development, and deployment of an ERA system that provides the capability for preservation, management, and sustained access to electronic records.

Acquisition support includes all activities associated with obtaining a contractor to build the ERA System, including producing the Request for Proposal (RFP) and planning for and supporting source selection activities. After contract award, the contractor will be monitored for contract compliance.
Quality Management Quality management establishes a framework for ERA's compliance with accepted industry and NARA standards and supports delivery of products and services that meet ERA requirements.
Research The purpose of ERA research is to support accomplishment of NARA's mission and strategic objectives in the domain of electronic records by enriching the knowledge base required for the life cycle management of electronic records and by fostering the development or adaptation of information technologies to support records management requirements.

The desired outcome of the ERA research is to:

  • Provide NARA with adequate knowledge to determine what is necessary for life
  • Evaluate options for satisfying these requirements, and
  • Promote transfer of relevant technology and expertise from research environments to operational environments.
Risk Management Risk management is the process of managing risk in a positive manner, such that identification is recognized, rewarded, and results in effective reduction strategies. It also ensures that risk management activities are integrated into software acquisition planning, and reduction plans are tracked and controlled until mitigated.
Systems Engineering Systems engineering provides the systems analysis and development work necessary for IT infrastructure development. It also lends technical assistance to ERA activities surrounding the acquisition, development, and deployment of advanced IT and communications systems.
