SHORELINE COMPILATION SUMMARY OF SCOPE OF WORK FOR
THE COASTAL MAPPING PROGRAM

1. GENERAL - Tide-coordinated, digital shoreline is required to support NOAA's nautical charting program.


2. DELIVERABLES - Requirements include: digital shoreline files, including aids to navigation and landmarks, annotated nautical charts, quality control plan, and reports including: email status reports, aerotriangulation report, ground control report (if required), and project completion report.


3. DELIVERY SCHEDULE - A final completion date will be specified.


4. EQUIPMENT AND MATERIAL - Softcopy and/or analytical plotters are required to allow stereo compilation using aerial photographs. These devices should be capable of measuring to 5 micrometers, or better.

6. VECTOR COLLECTION INTERVAL AND ACCURACY - As a line is digitized, the Contractor shall measure vertices frequently enough to ensure that the agreement between the digital shoreline and the shoreline visible on the mapping imagery meets the specified accuracy. Point-to-point mode of compilation should be used when collecting well defined points such as corners of a pier or wharf. The Contractor will maintain connectivity of linear features, that is, eliminate dangles and gaps. Accuracy required may be one half meter or better.


7. CARTOGRAPHIC FEATURE ATTRIBUTES - All features must be delineated using the RSD Coastal Cartographic Feature Attribution Table (CCFAT). The CCFAT, CCFAT Definitions, and a compilation Glossary are supplied.


8. LANDMARKS - The Contractor will search photogrammetrically for all landmarks shown on the nautical chart and within the project area. If found, the Contractor will determine the landmarks position and visually verify its label. Also, the Contractor will search the entire project area for possible new landmarks. Special attention should be given to areas on the nautical chart showing few or no landmarks visible from seaward.


9. AIDS TO NAVIGATION (ATN) - The Contractor will search photogrammetrically for all fixed aids to navigation shown on the nautical charts and within the project area. When an ATN is found, the Contractor will determine its position and compare the photogrammetric position with the nautical chart's position. The Contractor will upgrade the positional accuracy of ATN, especially "PA" (Position Approximate) ATN, as possible, given the scale of photography. .


10. COMPILATION LIMITS AND CONTENTS - The features to be compiled include the shoreline; physical and cultural features visible from the water and thus of value to the mariner; and other significant features on the land for a distance inland of 2000 feet from the shoreline. Only landmarks will be compiled beyond the 2000 foot limit. Using tide coordinated aerial photography, the entire MHW line will be compiled and the MLLW line will be compiled in areas where it differs from the MHW line by 1 mm or more at compilation scale (beaches, mud flats, etc.), but not where MHW and MLLW are the same (edges of piers, wharfs, and other vertical or near vertical surfaces). Significant features include: fixed aids to navigation, landmarks, major roads, major buildings, railroads, canals, bridges, tanks (other than landmarks), pipelines, and power lines.


11. QUALITY CONTROL - The Contractor will submit a written Quality Control Plan prior to beginning work on compilation, to include at least the following: an on-line review of the compilation; a comparison of raw plots with the largest scale nautical charts of the same area (at the same scale); a comparison of the raw plots with the aerial photographs of the same area (at the same scale); a review of the ASCII files to check the cartographic feature listing selection and the nomenclature; and a check of all documents and reports submitted. The Plan will include both Quality Control (QC) and Quality Assurance (QA).
