Human Capital Background
This new web site brings together in one place information agencies need to know
to assess, formulate and implement their human capital strategies and make necessary investments
to assure success in support of agency missions. The foundation for this website is the newly
updated Human Capital Standards for Success, now a joint product of OPM, OMB, and GAO. To help
agencies meet the standards, OPM has developed a Human Capital Assessment and Accountability
Framework (Framework). Together, the standards and this framework provide a common language for
agencies and all interested stakeholders to assess progress on the strategic management of
human capital. The framework includes numerous electronic links to related information that
will help agencies achieve success.
OPM Human Capital Officers, OMB Examiners, and agency human capital leaders are collaborating to
help President's Management Council agencies apply the framework to develop strategies to assess,
formulate, and implement agency human capital initiatives. Small agencies are encouraged to conduct
their own self-assessment using the framework. These assessments will help agencies build accountability
systems to assure effective and efficient implementation of human resources programs that promote mission
accomplishment and ensure consistency with merit
system principles, veterans preference, family friendly programs, and other important public policies.
We welcome comments from agencies and all interested parties on this new human capital website
and the Human Capital Assessment and Accountability Tool. A successful human capital initiative
requires a collaborative effort among all interested parties
to ensure the American people that human capital is used strategically in support of agency missions.
