National Archives and Records Administration Federal Register: Database for the 1995, 1996, 1997, 1998, 1999, 2000, and 2001 Federal Register (Volumes 60, 61, 62, 63, 64, 65 and 66). The Federal Register is the official daily publication for Rules, Proposed Rules, and Notices of Federal agencies and organizations, as well as Executive Orders and other Presidential Documents.

The National Preparedness for Response Exercise Program (PREP) was developed through the cooperative effort of the U.S. Coast Guard, the Environmental Protection Agency, the Research and Special Programs Administration’s Office of Pipeline Safety, the Minerals Management Service, the states, and the industry. The voluntary PREP guidelines were developed to provide a mechanism for compliance with the oil spill cleanup exercise requirements of the various government agencies, while being economically feasible for the regulated industry.

The original PREP guidelines were published in August 1994. In August 2000, a workshop was held in Washington, D.C., where stakeholders in the PREP program were able to comment on the PREP Guidelines and the PREP program. The document shows the comments as well as the response from the four Federal agencies. Representatives from the four cooperating Federal Agencies are currently developing draft changes to the PREP Guidelines themselves. Most of these changes are intended to clarify the current intent of PREP rather than to radically alter the program. It is anticipated that the proposed PREP changes will be published for comment on the internet by July 1, 2001, with a 90-day comment period.
