DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

            Boeing Co., McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $766,696,178 modification to a previously awarded other transaction for prototypes agreement to design, develop and fabricate three full-scale X-45C Joint Unmanned Combat Air Systems (J-UCAS) air vehicles and two mission control elements, integrate them with the J-UCAS Common Operating System to meet Air Force and Navy mission capability objectives, and conduct an operational experiment and assessment.  Work will be performed in St. Louis, Mo. (80 percent), El Segundo, Calif. (4 percent), Cincinnati, Ohio (2 percent), Goleta, Calif. (2 percent), Lynn, Mass. (2 percent) and multiple other locations (one percent or less at each location) and will be completed in March 2010.  Funds will not expire at the end of this fiscal year.  This is a follow on to a competitive award.  The Defense Advanced Research Projects Agency is the contracting activity (MDA972-99-9-0003).

NAVY

            Bechtel Plant Machinery Inc., Schenectady, N.Y., is being awarded a $228,114,810 cost-plus-fixed fee contract for Naval nuclear propulsion components.  Work will be performed in Schenectady, N.Y. (55 percent) and Pittsburgh, Pa. (45 percent).  Work completion date or additional information are not provided on nuclear propulsion contracts.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-05-C-2105).

            Boeing Aerospace Operations, Oklahoma City, Okla., is being awarded an estimated value $22,514,650 modification to a previously awarded firm-fixed-priced, time and materials, cost-reimbursement contract (N00019-01-C-0066) to exercise an option for the procurement of spare parts for the E-6 aircraft and for the repair, modification and return to ready-for-issue E-6 aircraft components.  Work will be performed at Tinker Air Force Base, Midwest City, Okla., and is expected to be completed in September 2005.  Contract funds will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

            Newport News Shipbuilding, Newport News, Va., is being awarded a $6,081,612 modification to previously awarded contract (N00024-02-C-2106) for an additional year of standard Navy valve yard services.  Work will be performed in Newport News, Va.  Contract funds in the amount of $5,324,703 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C. is the contracting activity.

DEFENSE INFORMATION SYSTEMS AGENCY

            IMC Worldcell*, Silver Spring, Md., was awarded on Oct. 11, 2004, a maximum $114,000,000 firm fixed price, indefinite delivery/indefinite quantity contract with a base period of two years with up to four two-year options.  This contract will provide commercial wireless telecommunications services and associated wireless equipment throughout Europe and the Middle East. The requirement was solicited and awarded on a full and open competition basis.  Fourteen contractors were solicited and three offers were received.  The Defense Information Technology Contracting Organization- Europe is the contracting activity.  Contract Number:  HC1021-05-D-2000.

AIR FORCE

            Raytheon Co., Tucson, Ariz., is being awarded a $78,221,940 firm fixed price contract to provide for Air-to-Ground Missiles, AGM-65G2 Tactical Missile quantity 360; Air-to-Ground Missiles AGM-65G2 Spares GCS, quantity 15; TGM-65G Training Missile quantity 8; TGM Training Missile quantity 10; TGM-65G2 Spare Guidance Control Section quantity 6; Signal Processing Unit, quantity 3; AGM-65 Missile Load Trainer quantity2; AGM-65 Missile Maint Trainer quantity 2.  This effort supports the Weapon System AGM-65 Maverick Missile.  This effort supports foreign military sales to Poland.  Total funds have been obligated.  This work will be complete by July 2007.  Negotiations were completed September 2004.  The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (FA8213-04-C-0127).

            Triosyn Corp., Williston, Vt., is being awarded a $35,000,000 indefinite delivery/indefinite quantity contract.  The program objective is to develop and demonstrate an air purification system in which the decontamination is accomplished by iodine stored as trioxide salt in a modified cationic polystyrene resin (“Trios”).  The desired result is a reactive system for decontamination not air containing airborne pathogens, including viruses and bacterial and fungal spores.  The objective of this contract is to develop and demonstrate through simple experimental tests the activity of Triosyn-bound iodine against a representative array of airborne contaminates and to demonstrate that background concentrations of iodine in air behind the consistently below half the Short-Term Exposure Limit.  The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than this amount.  At this time, $1,809,474 of the funds have been obligated.  This work will be complete by September 2009.  Solicitation began September 2004, and negotiations were completed September 2004.  The Air Force Research Laboratory, Eglin Air Force Base, Fla., is the contracting activity (FA8651-04-D-0428).

ARMY

            AM General, Mishawaka, Ind., was awarded on Oct. 8, 2004, a delivery order amount of $37,244,971 as part of a $442,215,254 firm-fixed-price contract for 6.5L Detuned Engines with Containers for the High Mobility Multipurpose Wheeled Vehicles.  Work will be performed in Franklin, Ohio (68 percent) and Mishawaka, Ind. (32 percent), and is expected to be completed by Sept. 30, 2009.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated at Sept. 13, 2004.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-D-0321).

            Hamilton Sundstrand Corp., Windsor Locks, Conn., was awarded on Oct. 8, 2004, a delivery order amount of $4,677,522 as part of an $11,468,093 firm-fixed-price contract for 300 Control Indicators.  Work will be performed in Windsor Locks, Conn., and is expected to be completed by Sept. 30, 2009.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated at June 24, 2004.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-04-D-0344).

            NAVISTAR International Truck Corp., Knoxville, Tenn., was awarded on Oct. 8, 2004, a delivery order amount of $2,896,699 as part of a $5,830,851 firm-fixed-price contract for 24 6X4 Recovery Trucks.  Work will be performed in Garland, Texas, and is expected to be completed by Oct. 8, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on April 27, 2004, and three bids were received.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-D-B039).

DEFENSE LOGISTICS AGENCY

            Short Bark Industries* (Total Small Business), Tellico Plains, Tenn., is being awarded a $7,992,000 firm fixed price indefinite quantity/delivery contract for Operational Dress Uniforms (coat and trousers) for the U.S. Coast Guard.  Performance completion date is expected to be Feb. 28, 2006.  Contract funds have been allocated from fiscal year 2004 and will expire by the end of the current fiscal year.  The proposal was solicited on the Web and received eight responses.  The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity.  (SPM100-05-D-0308)
