This report was prepared by an interagency working group, chaired by Kenneth M. Brown, former Director, Division of Science Resources Studies at NSF, at the request of the Committee on Education and Human Resources (CEHR) of the Federal Coordinating Council for Science, Engineering and Technology (FCCSET). FCCSET was the predecessor of the current National Science and Technology Council (NSTC). The report was a precursor of more recent work within SRS and elsewhere on the topic of the supply and demand of scientists and engineers and the implications of those trends for graduate education within this country. It is being placed on the Web at this point in time, because it is cited in a forthcoming SRS report, Who is Unemployed? Factors Affecting Unemployment among Individuals with Doctoral Degrees in Science and Engineering and is expected to be cited in a report under preparation by the National Academy of Sciences.
