Telecommunications Access Policy Division Home Page
(Formerly the Accounting Policy Division)

The Telecommunications Access Policy Division is a division within the Federal Communications Commission’s Wireline Competition Bureau. We administer a comprehensive policy for Commission oversight over funds used to support universal service and numbering resources. The purpose of the Universal Service Fund is to ensure that consumers in all regions of the Nation have access to quality telecommunications and information services at affordable rates. We are also responsible for developing rules and policies relating to Numbering Resources.

We also review the deployment of advanced telecommunications capability to ensure that such deployment is reasonable and timely (Section 706 Report). We issue and recommend interpretations of the FCC’s Jurisdictional Separations procedures and coordinate with the FCC’s Pricing Policy Division on Access Charges.
