DOE's Weatherization Assistance Program publishes and links to the various federal rules governing administration for the states, tribal governments, and weatherization agencies and guidelines for funding and setting income eligibility online at the Weatherization Assistance Program Technical Assistance Center (WAPTAC).

One of the most important national guidelines deals with income levels for eligibility (PDF 102 KB) Download Acrobat Reader. Please note, however, that states set their own rules based on these national guidelines, and you have to check with your state to see if you are eligible for weatherization.
