Role of the Chaplaincy Integrator

    The United States Army Chaplaincy is critical to the support of the combat force of the 21st century. Given the Future Operational Capabilities, technological enablers, force structure and Religious Support Concepts of Support currently envisioned for year 2010, the Chaplaincy must address certain critical issues to meet the needs of soldiers in the Army of the future adequately.

v Can the Army Chaplain Corps effectively execute the Force XXI Religious Support (RS) concepts, and thus adequately support the combat force?
v What is the utility and the efficiency of RS technological initiative and the required interface technology envisioned for the 21st century, in relationship to the support of the RS concepts?
v How does the digitization of Combat Service Support and unit ministry team assets facilitate the supporting of soldiers on the 21st century battlefield?

            The Director of the Combat Developments Directorate (DCD) Combat Service Support (CSS) develops, integrates, and evaluates Army CSS concepts, materiel, organizations, capstone doctrine and overarching principles. He assists proponents in the combat development process and performs specified executive agent, joint and multinational responsibilities. In this capacity, the DCD-CSS, utilizes the Chaplain Integrator to ensure the concerns of the Chaplain Corps and the Army Chaplain School are addressed. This process serves to answer the critical questions of RS in the 21st century.

    The Director also integrates the Ordnance, Quartermaster, Transportation and Personnel Service Support force development functions for the Branch Proponent Chiefs and CG CASCOM with emphasis on Force Projection and Total Army Analysis. He has the unique ability to see everything as it relates to the "Big Picture." Because of his position and relationship to other branches within the CSS community, he is able to work with the Chaplain Corps to ensure adequate addressing of their needs in light of all the other requirements within the Army.

    Specific responsibilities of the Director of the Combat Developments Directorate for CSS include but are not limited to:

v Assessing, initiating, developing, staffing and documenting overarching CSS visions and concepts into integrated CSS products for the Force Projection Army.
v Identifying and quantifying CSS organizational and force structure changes resulting from the introduction or incorporation of new equipment, organizations, and concepts in the Army.
v Serving as the battlefield architect for future CSS operations across the entire spectrum of conflict.
v Validating and developing conceptual and doctrinal linkages between strategic, operational, and tactical levels of CSS.
v Developing and integrating operations, concepts and organizational designs.
v Developing CSS principles for CAPSTONE doctrine and supporting TRADOC development of joint and Army CSS CAPSTONE warfighting doctrine.
v Managing CASCOM participation in the International Army Program Multinational Force Compatibility's activities.
v Serving as the focal point for CSS force structuring and integration through the TAA/FAA/FDU processes.
v Serving as the DA DCSLOG Agent for Logistics Planning Factors and AFPDA.
v Serving as the proponent/user representative in materiel modernization actions for selected CSS systems.
v Serving as the CASCOM focal point on priorities for RDT&E to include Planning, Programming, Budgeting and Execution System (PPBES) and/or Warfighting Lens Analysis (WFLA) process.

Developing CSS materiel modernization requirements and documentation.

    The CASCOM Chaplain Combat Developments Integrator assists the Director, DCD, CSS, CASCOM with integrating requirements and initiatives. The integrator serves as the "eyes and ears" of the branch at CASCOM, working with Army Material Command, Directorate of Combat Developments at the U.S. Army Chaplain Center and School,* U.S. Army Training and Doctrine Command, Forces Command, Plans, Policy Development and Training Directorate, Office of the U.S. Army Chief of Chaplains and units in the field to ensure that the Chaplaincy's needs are addressed.

    The integrator scrubs CASCOM calendars and determines meetings requiring Chaplaincy involvement. He/she attends working groups and related meetings as the integrator. He/she should be the one who performs all initial coordination on CASCOM actions. The integrator supports, articulates and fights for Chaplain Corps issues at CASCOM. He/she coordinates chaplain participation in advance warfighting experiments with the CSS Battle Lab, located at Fort Lee. He/she provides interface between the Chaplain Branch proponents and USAFMSA for TOE/BOIP/MARC. He/she monitors integration of chaplain automation concepts and systems development.

    The Chaplaincy Integrator serves as the chaplaincy's link with the greater CSS community. As an advisor to CASCOM directorates in the area of concepts, doctrine, training, force structure and material requirements, the integrator coordinates these areas with proponency representatives of the Chaplains Corps — Army Material Command, United States Army Chaplain Center and School, United States Army Training and Doctrine Command, etc.

    The Director of the Combat Developments Directorate, Combat Service Support, in close association with the Integrator, works to ensure the United States Army Chaplaincy continues to be adequately staffed and equipped to meet the needs of soldiers, their families and authorized civilians on the battlefield of tomorrow.

    Given the Force XXI RS concepts, the technological initiatives and required interfaces and the digitization of the battlefield, the United States Army Chaplaincy will continue to meet the critical demand of supporting the combat force of the 21st century.
