The OVERSEAS PRIVATE INVESTMENT CORPORATION (OPIC) is a Federally owned corporation that supports U.S. private sector investments in the world's less developed countries. OPIC accomplishes its mission by providing political risk insurance, financing, and a variety of investor services to encourage U.S. private investment in developing nations and emerging economies around the world. OPIC's employees are primarily in the competitive service and are subject to most of the Federal personnel guidelines. In addition to standard Federal benefits, OPIC offers transportation subsidies, a subsidized fitness center, emergency childcare, and a program for pre-tax health and child care expenses

DUTIES: The incumbent of this position performs human resources management services, including classification, position management, staffing and recruiting. As a senior position classifier for the Corporation, assignments include conducting desk audits, developing and classifying position descriptions, preparing position evaluation statements, advising managers on principles of position management for reorganization or realignment of functions and conducting organizational studies and workforce analyses. The incumbent also performs staffing assignments under both delegated examining and merit promotion, including performing job analyses, preparing vacancy announcements and crediting plans, evaluating applications, issuing certificates and making job offers. Performs analytical human resources studies, policy research and special projects, as assigned.

QUALIFICATIONS: The basic qualification requirement is at least 1 year of specialized experience equivalent to the GS-12 level in the Federal service to qualify for the GS-13, and one-year of specialized experience equivalent to the GS-13 level to qualify for the GS-14. Specialized experience is experience that is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Specifically, specialized experience is experience, which requires knowledge of staffing under the requirements of Title 5 of the U.S. Code, position classification, and position management. Qualification requirements are based on the U.S. Office of Personnel Management's "Qualification Standards Operating Manual." Candidates must meet qualification and time-in-grade requirements within 30 days of the closing date of this announcement.

QUALITY RANKING FACTORS:

1. Knowledge of staffing principles, including DEU/MPP/excepted authorities, qualification standards, veteran preference, rating, ranking, certification, etc. 

2. Demonstrated ability to audit and classify a variety of general schedule positions. 

3. Knowledge of position management, organizational structure and workforce analysis principles and methods. 

4. Skill in writing analytical reports, evaluation statements, position reviews, job analyses, crediting plans, etc.
