The Overseas Private Investment Corporation provides political risk insurance, financing, and a variety of investor services to encourage US private investment in developing nations and emerging economies around the world. OPIC is a Federally owned corporation, and its employees are primarily in the competitive civil service. In addition to standard Federal benefits, OPIC offers transportation subsidies, an annual bonus program, and a program for pre-tax health and child care expenses.

DUTIES: The incumbent of this position will provide a variety of clerical, administrative and secretarial services to a Director or Managing Director, and to other professional staff members in the SME Finance Department. Receives calls and visitors to the office, personally taking care of matters and questions. Maintains calendars, makes appointment and arrangements for meetings and conferences. Operates a typewriter, transcribes from a Dictaphone, uses a personal computer utilizing a variety of software to perform office functions. Receives, controls and reviews incoming correspondence and documents. Sets up and maintains individual and project files. Makes travel arrangements, itineraries and prepares travel orders and expense vouchers. Prepares and maintains time and attendance records for supervisor and other office staff. Performs other related duties as assigned. Maintains and generates reports utilizing SME Finance's pipeline information systems and information gathered from staff.

QUALIFICATIONS: The basic qualification requirement for the GS-6 level is at least 1 year of specialized experience equivalent to the GS-5 level in the Federal service. The basic qualification requirement for the GS-7 level is at least 1 year of specialized experience equivalent to the GS-6 level in the Federal service. Specialized experience is experience that is directly related to the work of the position to be filled, and which has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. This is experience which demonstrates knowledge of administrative office management and office automation. Qualification requirements are based on the U.S. Office of Personnel Management's "Qualification Standards Operating Manual."

This position requires the ability to type at least 40 words per minute. You must submit a statement certifying that you type this speed.

SELECTIVE FACTORS: (Mandatory)

Excellent word processing skills using a variety of software applications.

Quality Ranking Factors:

1. Demonstrated skill using a variety of software applications, especially Microsoft office applications i.e., Word, Excel, Access and PowerPoint. 

2. Ability to organize and perform administrative office functions, especially in a corporate environment. 

3. Ability to draft, format and edit a variety of documents, with correct spelling, punctuation and grammar.

4. Ability to set up domestic and international itineraries, make travel arrangements and prepare travel reimbursements.

OTHER REQUIREMENTS: 1) US citizenship, 2) ability to obtain a Secret security clearance, and 3) new appointees will be required to serve a one-year probationary period.

BASIS OF RATING: 

DEU: Competitive examining authority has been delegated to OPIC by the US Office of Personnel Management. Applicants who do not have Status as Federal employees will be rated by the OPIC Delegated Examining Unit (DEU) on the extent and quality of their experience and education as described in their application package. Only education or experience acquired by the closing date will be considered under the DEU. Veterans who wish to be rated under both Merit Promotion and DEU must submit two separate application packages, otherwise they will only be considered under DEU procedures.

MERIT PROMOTION: Qualified status candidates applying under the merit promotion program will be evaluated on the extent and quality of their experience, education and training; related awards and recognition; supervisory appraisals; and, as required, a personal interview. Status candidates who wish to be rated under both merit promotion and delegated examining must submit two separate application packages, otherwise they will only be considered under merit promotion. Under merit promotion, qualification requirements must be met within 30 days of the closing date of this announcement.
