U.S. Department of Homeland Security's Citizen Corps and Operation HOPE Announce Emergency Financial First Aid Kit October 21, 2004 As part of National Preparedness Month, the U.S. Department of Homeland Security's Citizen Corps and Operation HOPE, Inc. (OHI) signed an official affiliate partnership on September 27, 2004, to promote financial and economic education for disaster planning and recovery through the Emergency Financial First Aid Kit (EFFAK). The EFFAK provides guidance on simple steps everyone should take to identify and organize key financial records to help maintain financial stability in the event of an emergency. Operation HOPE's HOPE Coalition America also provides free financial counseling and casework services to people affected by natural disasters and national emergencies, helping more than 1,000 Americans in 125 cities in 35 states to date. more Operation Hope The Emergency Financial First Aid Kit (PDF File)
Volunteers Play Vital Role in Recovery October 19, 2004 When Tropical Depressions Frances and Ivan blew through the Commonwealth of Pennsylvania, each left behind flooding and damage-some of which was so extensive, residents were left with no food to eat and no place to sleep. Future NOAA Spacecraft Will Improve Management of America's Coastal Waters Oct. 19, 2004 Scientists from NOAA, NASA, the Office of Naval Research and academia are looking to use data from a highly advanced imaging device—set to go onboard the next generation of Geostationary Operational Environmental Satellites (GOES-R)—to track red tides, oil spills, upwelling and other U.S. coastal water management issues more effectively. The device, called the Hyperspectral Environment Suite, will be a major imaging instrument on the GOES-R spacecraft, which is scheduled to launch in 2012. HES will include a capability to image all U.S. coastal waters and is expected to provide critical data to resource managers and researchers studying climate, fisheries, coastal ecology and oceanography. more
Department of Homeland Security Announces Appropriations Act of 2005 Signed Into Law October 18, 2004 - Today President George W. Bush signed the FY 2005 Homeland Security Appropriations Act, which provides $28.9 billion in net discretionary spending for the Department of Homeland Security. This is $1.8 billion more than the FY 2004 enacted level-- reflecting a 6.6% increase in funding for the Department over the previous year. Including Project BioShield, mandatory and fee-funded programs, a total of $40.7 billion will be available to the Department in FY 2005. more
